CITY OF SAN LEANDRO <br /> ALAMEDA COUNTY TRANSPORTATION COMMISSION <br /> MEMORANDUM OF UNDERSTANDING <br /> This Memorandum of Understanding (MOU) is between the City of San Leandro (COSL) and the <br /> Alameda County Transportation Commission (ACTC), together, the (Parties). <br /> RECITALS <br /> WHEREAS, Interstate 880 (1 -880) is a principal transportation corridor for the movement of <br /> workers, goods, and services within Alameda County and in particular through the city of San Leandro; <br /> and <br /> WHEREAS, the portion of 1 -880 through San Leandro is currently planned for improvement by <br /> the addition of a southbound HOV lane from the northern San Leandro border to just south of the Marina <br /> Boulevard- Marina Automall Interchange passing through the Davis Street Interchange (Interchange). <br /> This project is financed primarily by the Corridor Mobility Improvement Account (CMIA) program of the <br /> State Infrastructure Bond Initiative; and <br /> WHEREAS, the COSL is implementing the second stage of its Measure B project -- the <br /> Westgate Parkway Extension - to improve traffic flow on Davis Street at the Interchange and at the <br /> Timothy Drive ( \Vestgate Parkway) /Warden Street intersections to meet the objectives of improving <br /> traffic flow onto Westgate Parkway and relieving congestion at the Interchange and the respective <br /> intersections; and <br /> WHEREAS, the COSL desires to coordinate the Measure B project (Westgate /Davis Street) <br /> improvements with the southbound HOV Lane project, together referred to herein as "PROJECT", to <br /> reduce the disruption of traffic and inconvenience to residents of San Leandro and Alameda County; and <br /> WHEREAS, the ACTC acknowledges that it is in the best interests of the residents of Alameda <br /> County that the Westgate /Davis Street improvements and the HOV Lane Improvements be coordinated to <br /> provide an integrated transportation system that efficiently uses funding resources to improve traffic <br /> conditions; and <br /> WHEREAS, the COSL desires that these major corridor improvements between the I- 880 /Davis <br /> Street Interchange and the I -880 /Marina Boulevard Interchange include aesthetic improvements to the <br /> bridges and landscaped areas to provide an enhanced experience for motorists that travel the 1 -880 <br /> corridor.; and <br /> WHEREAS, the Westgate/Davis Street Improvements will be funded by Measure B and Federal <br /> funds. The costs of the \Vestgate /Davis Street improvements are approximately $1,149,000; and <br />
