Registration shall be submitted to Environmental Services for the storage and use of <br /> planned hazardous materials and /or generation of hazardous waste. The registration is <br /> subject to the review and approval of Environmental Services. <br /> C. All fees and charges related to Environmental Services programs shall be paid promptly <br /> in full. Failure to keep accounts current shall be grounds for revocation of the <br /> conditional use permit. <br /> D. Compressed gas containers, cylinders, tanks, and systems shall comply with Chapters <br /> 27 and 30 of the 2010 California Fire Code or applicable adopted code at time of <br /> construction. Compressed gas cylinders and tanks shall be secured to prevent falling <br /> due to contact, vibration or seismic activity per 2010 California Fire Code §3003.5.3 <br /> for acceptable securing methods. Cylinders can also be stored outside in secure gated <br /> and locked enclosures with the exempt amounts listed in the 2010 California Fire Code <br /> Table 2703.1.1(3). <br /> E. Flammable and oxidizing gas quantities shall comply with exempt amounts per control <br /> area as per 2010 California Fire Code Table 2703.1.1(1 -2). <br /> F. In the event the facility has aboveground storage tanks with an aggregate storage <br /> capacity of greater than or equal to 1,320 gallons petroleum, the project shall comply <br /> with the requirements of the California Aboveground Petroleum Storage Act (APSA) as <br /> required in Chapter 6.67 of the California Health & Safety Code (H &SC) and <br /> implement a Spill Prevention Control and Countermeasure Plan (SPCC) in <br /> conformance with Code of Federal Regulations 40 (CFR) 112. <br /> G. All hazardous waste generated on site shall be handled and disposed of pursuant to <br /> applicable local, state and federal law. <br /> H. Discharge of anything to the storm water collection system, including street curb and <br /> gutter, is strictly prohibited. <br /> I. The elimination of exposure of materials, processes or equipment to the maximum <br /> extent practicable is necessary to prevent contamination of rainwater. Exposures that <br /> cannot be eliminated may require the use of Best Management Practices (BMPs), both <br /> engineered and policy /procedural, to prevent remaining exposures from impacting <br /> rainwater, creating illicit discharges or contaminating receiving surface waters. <br /> J. The storage of materials, installation of processes and /or equipment outdoors shall <br /> comply with the Industrial /Commercial Facility Storm Water program and require <br /> submittal of a Notice of Intent (NOI) to the Regional Water Quality Control Board. The <br /> elimination of exposure to storm water by relocating indoors, covering or utilizing other <br /> engineered controls is highly recommended. In the event a NOI filing is required, it <br /> shall be submitted prior to final approval of the building permit or issuance of <br /> certificate of occupancy. A copy of the NO1 shall be provided to the Environmental <br /> Services office. <br /> K. The property is located in the Oro Loma Sanitary District. The applicant and/or <br /> property owner shall contact Oro Loma Sanitary District Engineer Bennett Cruz for <br /> Agreement to Conditions PLN2010 -00071 <br /> February 3, 2011 Page 11 of 15 <br />
