City and San Lorenzo Unified School District Liaison Committee <br /> May 19, 201 I <br /> Page 2 <br /> City <br /> City Manager Hollister handed out a presentation of the budget overview (attached) from the <br /> May 16 City Council meeting, which reflected a General Fund balanced budget for the FY <br /> 2011 -12 — the first City balanced budget in three years. He continued that the balanced <br /> budget is a combination of a 20 percent work force reduction, cutbacks in every City <br /> department and the passing of Measure Z, the temporary quarter cent sales tax measure, <br /> which added $1.5 million of additional revenue. He continued to explain the status of the <br /> General Fund Reserves and the Community Impact Fund and how these funds may help <br /> reduce projected deficits. <br /> A discussion ensued on the possible dissolution of the Redevelopment Agency due to <br /> upcoming state budget legislature. A discussion followed on how to bring more business to <br /> the City. Future layoffs and the cost of living increase were also discussed. <br /> Since the District and the City are both without a Public information Officer (P1O), Dr. Byas <br /> and Mayor Cassidy brought forth the idea of the possibility of sharing a PIO amongst the two <br /> Districts and the City in the future. Councilmember Souza raised the idea of having a joint <br /> student event (District/Youth Advisory Commission (YAC)) at Bayfair Center, to generate <br /> business and promote the talented students of San Leandro. <br /> 2. Disaster Preparation Update from District <br /> Community Relations Representative Ornelas thanked the District for attending the recent <br /> Disaster Council on April 22. She stated that on May 23 she and City staff will be meeting <br /> with both School Districts, as a follow -up to the Disaster Council meeting, to discuss what <br /> protocol has to be followed after a disaster before a school site can be designated as an <br /> emergency shelter (i.e., State Department inspection). Also, the location for a disaster supply <br /> trailer will be discussed at the meeting. Ms. Ornelas also announced that the new Senior <br /> Community Center is the City's Emergency Operations Center and that Deputy City <br /> Manager Diaz is the liaison for the District in the event of a disaster. A discussion ensued on <br /> emergency models for both School Districts. <br /> Mayor Cassidy stated that it would be beneficial to have a future joint emergency exercise <br /> with both School Districts and the City. <br /> Ms. Ornelas announced that the next Disaster Council will be July 15, in which EBMUD will <br /> give a presentation on the stability work and status of Chabot Dam. <br /> 3. Discussion Regarding Fall 2011 San Leandro Forum on Children <br /> Mayor Cassidy stated that an upcoming San Leandro Forum on Children ideally could occur <br /> on a Saturday in October 2011 with the City and both school districts participating.
