5. Discussion Regarding AB -57
Uche Udemezue gave a brief explanation of Assembly Bill 57 (AB -57). He explained
that AB -57 is a bill before the Assembly that is attempting to dedicate a representative
position to the cities of Oakland and San Jose on the Metropolitan Transportation
Commission (MTC) Board. Alameda County is currently represented by three members.
Two positions are permanent; one is temporary. If AB -57 passes, Alameda County will
have three permanent seats on the Board allowing more representation.
Kathy Omelas explained that Senator Corbett's office asked if the City is taking a
position. There are a number of agencies in support of the bill, including MTC, ACTC,
City of San Jose, City of Oakland and Santa Clara Chamber of Commerce. The San
Francisco County Transportation Authority presently opposes the bill. The City of San
Leandro can choose to take a position in support or opposition of the bill or take no
position.
Discussion ensued. Staff responded to questions from the Committee. Councilmember
Starosciak stated that she does not feel that AB -57 will directly help the City of San
Leandro. She stated that she does not see any particular reason for Council to discuss this
extensively and feels that the City should take no position. Kathy stated that she will
continue to monitor AB -57 as it makes its way through the Senate committees and see at
what point it looks like it's certain. The City often supports legislation by a letter from
the Mayor. It doesn't require City Council resolution.
Committee Recommendation
The Committee recommended that staff continue to monitor AB -57 and, if it looks like it
would be appropriate, suggests that a letter from the Mayor be sent.
6.
