Discussion Regarding Audio Recording of Council Committee Meetings <br /> Ms. Marshall noted that audio recording of Council Committee meetings would require an <br /> investment in proper digital recording equipment. <br /> Committee Members Prola and Reed commented that they would like the digital audio <br /> recordings to be of better quality before making them available on the website. Chair Cassidy <br /> commented on the need to increase transparency, and to provide better public access to the <br /> Committee meeting proceedings. <br /> The Committee requested that staff return with estimates of the cost of equipment and the <br /> additional staff resources needed to digitally record all Council Committee meetings. Chair <br /> Cassidy requested that the report include digital recordings of Planning Commission and Board <br /> of Zoning Adjustments meetings, and how the costs can be funded. <br /> Public Comments: <br /> Jill Replogle, San Leandro Patch, commented that she would appreciate having online access to <br /> the digital audio recordings of Council Committee meetings. <br /> 5. Discussion Regarding Consideration of Policy on Councilmembers' Use of Non -City <br /> Email Addresses <br /> M.r. Pio Roda reported on the use of non -City email for communicating City business. He <br /> stated the City Attorney's position is emails that are not communicated via City email accounts <br /> and not with City equipment (computers, smart phones, etc.) are not City records. However, if <br /> the email is sent from a personal email account to a City email address, or if the email resides <br /> on a City server, it then becomes a public record and potentially open to disclosure. <br /> Chair Cassidy noted problems could occur when City business is handled from both personal <br /> and City email addresses, and felt it would be cleaner if all City communications were <br /> conducted through City email. <br /> The Committee discussed the issues. Chair Cassidy requested that staff develop policy <br /> language for the use of email communication for City business. <br /> Public Comments: <br /> Ms. Ousley commented that a Councilmember's use of personal email for City business could <br /> open the member's personal email account to the public. <br />
