Discussion Regarding Consideration Resolution Opposing AB 961 <br /> Committee Member Prola commented that the request to consider a resolution opposing AB <br /> 961 was made by resident Mia Ousley at a City Council meeting. AB 961 proposes to eliminate <br /> collective bargaining rights for public employees, and Ms. Omelas reported that the bill did not <br /> make it out of committee on May 4. <br /> Chair Cassidy stated that he was not adverse to recommending a resolution opposing AB 961. <br /> Ms. Omelas indicated that opposition to the bill could be made either by Council resolution, or <br /> by a letter from the Mayor. Chair Cassidy indicated that he would like staff to develop a draft <br /> resolution for the Council to consider. <br /> The Committee discussed the proposed resolution's scope, whether it should include opposition <br /> to Wisconsin Governor Scott Walker's actions relative to collective bargaining, and whether the <br /> resolution would comport with the Council's adopted guidelines. <br /> Public Comments: <br /> Mia Ousley, San Leandro resident, commented on the importance of the City taking a stand <br /> against the movement to weaken collective bargaining rights. <br /> Craig Williams, San Leandro resident, commented on the effect on the community of limiting <br /> organized labor. <br /> The Committee requested that staff develop a draft resolution for consideration at the next <br /> meeting. <br /> 3. Discussion Regarding Format for Staff Reports Involving Policy Changes <br /> Chair Cassidy commented that Council staff reports need to include more discussion of the pros <br /> and cons of the proposed actions, particularly with regard to fiscal evaluation and legal <br /> implications. 1-le stated that the Committee and Council should be made aware of potential <br /> disputes or legal issues involved in taking a particular course of action. M.r. Pio Roda indicated <br /> that such an evaluation would likely be in the form of a separate attomey /client privileged <br /> memo. <br /> The Committee discussed the matter, and determined that this type of evaluation is important to <br /> have for controversial issues with high public interest; but not for non - controversial, routine <br /> items. <br /> Chair Cassidy suggested adding a "Legal Impact" section to staff reports, for any recommended <br /> actions involving a policy change. <br />
