CITY OF SAN LEANDRO
APPROVED AND
FORWARDED
TO CITY COUNCIL
STAFF REPORT
Stephen L. Hollister
DATE: June 6, 2011 City Manager
TO: Stephen L. Hollister, City Mana er
FROM: Uche Udemezue, Director
Engineering and Transport ion Department
BY: Keith R. Cooke, Principa Engineer V+
Engineering and Transp rtation Department
SUBJECT /PROJECT DESCRIPTION:
RESOLUTION TO USE RULE 20A FUNDS ON THE EDEN ROAD IMPROVEMENT
PROJECT FROM DOOLITTLE DRIVE TO DAVIS STREET.
SUMMARY AND RECOMMENDATION
Staff recommends approval of a resolution to use Rule 20A funds on the Eden Road
Improvement Project from Doolittle Drive to Davis Street.
BACKGROUND
The City plans to significantly improve Eden Road as shown on the plan line titled "Eden Road."
The plan includes approximately 1,800 linear feet of paved roadway lanes to extend Eden Road
from Doolittle Drive to Davis Street near the intersection at Business Center Drive. The
improvements will include sidewalks, curbs, gutters, and bike lanes. This new road segment will
be a primary access point to the Oyster Bay Regional Shoreline for both pedestrians and
bicyclists.
An Underground Utility District was established by the City over Eden Road. Presence of an
Underground Utility District requires the following: 1) that power for new streetlights comes
from underground conduits; 2) that approximately 1,000 lineal feet of existing overhead utilities
be relocated underground; and 3) that any future utility installations be done underground.
It is anticipated that the project will be funded using a mix of Redevelopment Agency funds and
contributions from property owners. Owners of property adjacent to the new roadway or that
receive benefit from the new roadway may be asked to vote on an Assessment District and if
passed, fund part of the project in an amount proportional to their benefit.
•
