Cooke, Principa Engineer V+ <br /> Engineering and Transp rtation Department <br /> SUBJECT /PROJECT DESCRIPTION: <br /> RESOLUTION TO USE RULE 20A FUNDS ON THE EDEN ROAD IMPROVEMENT <br /> PROJECT FROM DOOLITTLE DRIVE TO DAVIS STREET. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of a resolution to use Rule 20A funds on the Eden Road <br /> Improvement Project from Doolittle Drive to Davis Street. <br /> BACKGROUND <br /> The City plans to significantly improve Eden Road as shown on the plan line titled "Eden Road." <br /> The plan includes approximately 1,800 linear feet of paved roadway lanes to extend Eden Road <br /> from Doolittle Drive to Davis Street near the intersection at Business Center Drive. The <br /> improvements will include sidewalks, curbs, gutters, and bike lanes. This new road segment will <br /> be a primary access point to the Oyster Bay Regional Shoreline for both pedestrians and <br /> bicyclists. <br /> An Underground Utility District was established by the City over Eden Road. Presence of an <br /> Underground Utility District requires the following: 1) that power for new streetlights comes <br /> from underground conduits; 2) that approximately 1,000 lineal feet of existing overhead utilities <br /> be relocated underground; and 3) that any future utility installations be done underground. <br /> It is anticipated that the project will be funded using a mix of Redevelopment Agency funds and <br /> contributions from property owners. Owners of property adjacent to the new roadway or that <br /> receive benefit from the new roadway may be asked to vote on an Assessment District and if <br /> passed, fund part of the project in an amount proportional to their benefit. <br /> • <br />
