The Enforcing Officer may modify the requirement for and restrictions upon off-street parking spaces for a single- family dwelling in '`. nay case •,There the property owner is able to demonstrate that such modifi- 1• cation is necessary for the beneficial use or development. of the property and • will not be detrimental to neighboring properties or to the public - health, safety or velfare, as follows: >;. (a) The Enforcing Officer may permit one or both required spaces to he located within the required front yard, provided that such space or spaces meet standard conditions of design and construction established by .• the ?leaning Commission and any special conditions deemed necessary by the eatforcing Officer; (b) The Enfo'rcing Officer may permit reduction of the number of spaces required to one subject to such conditions as he deems necessary, • • fe Provided that notice of intention to .take such action shall be given at least five « °i (5) days prior to taking such action in the folloving canner: • (1) posting one notice upon the property and one notice on each side and within one hundred feet of the property on the same iz side of the street on which the property fronts; c -: (2) mailing postcard notice to each record owner of property . located on either side of the street on which the property fronts rP and within a distance of one hundred (100) feet from the property.
