All ordinances and parts of ordi- <br /> nances In conflict with the provisions of this Chapter are here` -y <br /> repealed. With respect, however, to vioiations, riches accrued, lie- <br /> bilities incurred, or appeals taken, prior to the effective date hereof <br /> under any ordinance or part of an ordinance hereby otherwise repealed, <br /> all provisions of said ordinance or part of an ordinance shale be <br /> deemed to remain in full force for the purpose of sustaininc any proper <br /> suit, action or other proceeding, with respect to any such violation, <br /> right, liability, or appeal. <br /> Section 7 -3 -703: pENOl G ACTIONS UNAFFECTED.
