Households of low <br /> and moderate income can, in most cases, best <br /> afford rental, as opposed to for -sale housing. <br /> (4) The provision of housinc affordable to low and <br /> moderate income households requires some form of <br /> public financial assistance. <br /> (5) Conversions result in a reduction of housing <br /> affordable to households of low and moderate <br /> income, since: <br /> (i) . The conversion of apartments to <br /> condominiums reduces the number of <br /> available rental units in the City. <br /> (ii) Converted units made available as rentals <br /> tend to be rented at higher levels than <br /> prior to conversion, resulting in less <br /> likelihood that they would be affordable <br /> by households of low and moderate <br /> income. <br /> (iii) Converted units for sale tend to be <br /> available at _prices higher than • <br /> affordable by households of low and <br /> moderate income. <br /> (6) The reduction in supply cf affordable housinc <br /> for households of low and moderate income will <br /> increase the housinc need for such households in <br /> San Leandro. <br /> (7) The increase of such housing need will increase <br /> local municipal costs of services,including but <br /> not limited to costs associated with <br /> subsidizing or assisting in the subsidizing of, <br /> or developing by any method, housing to meet <br /> such need. <br /> (8) The funds aforementioned are necessary to :meet <br /> • these local municipal costs. <br /> (Legislative history: Ordinance No. 81-080, 11/19/81) <br /> 11/19/81 146 • <br /> • <br /> • <br />
