CITY OF SAN LEANDRO STAFF REPORT DATE: June 20, 2011 713 12- tIT-11 3 A BY: Stephen Hollister, City Manager Lianne Marshall, Assistant City Manager APPROVED AND FORWARDED TO CITY COUNCIL �henllister City Manager Kathy Ornelas, Community Relations Representative SUBJECT PROJECT/PROJECT DESCRIPTION: RESOLUTION AMENDING GUIDELINES REGARDING COUNCIL SUPPORT FOR OR OPPOSITION TO BALLOT MEASURES IN THE CITY OF SAN LEANDRO COUNCILMEMBERS HANDBOOK TO INCLUDE LEGISLATION SUMMARY AND RECOMMENDATION It is the recommendation of the City Council Rules and Communications Committee that the Guidelines for the City Council's support for or opposition to ballot measures in the City of San Leandro Councilmember Handbook be amended to include legislation which would directly benefit or impact a significant portion of the community of San Leandro or the City of San Leandro. BACKGROUND In 2010, the current Councilmembers Handbook Guidelines Regarding Council Support for or Opposition to Ballot Measures was adopted by the City Council. Discussion at the May 26, 2011 City Council Rules and Communications Committee meeting regarding a legislative matter brought up the need to include support for or opposition to legislation which would directly benefit or impact a significant portion of the community of San Leandro or the City of San Leandro in the City Council's policy. Staff was directed to bring an amendment to the Councilmembers Handbook Purpose and Guidelines to the City Council for consideration. The amended language for the Purpose of the Guidelines would read: The purpose of these guidelines is to describe the City Council's policy regarding support for or opposition to ballot measures or legislation on local, state or national matters. The amended language for the Guidelines would read:
