CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: June 20, 2011 <br />713 <br />12- tIT-11 3 A <br />BY: <br />Stephen Hollister, City Manager <br />Lianne Marshall, Assistant City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />�henllister <br />City Manager <br />Kathy Ornelas, Community Relations Representative <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AMENDING GUIDELINES REGARDING COUNCIL SUPPORT FOR OR <br />OPPOSITION TO BALLOT MEASURES IN THE CITY OF SAN LEANDRO <br />COUNCILMEMBERS HANDBOOK TO INCLUDE LEGISLATION <br />SUMMARY AND RECOMMENDATION <br />It is the recommendation of the City Council Rules and Communications Committee that the <br />Guidelines for the City Council's support for or opposition to ballot measures in the City of San <br />Leandro Councilmember Handbook be amended to include legislation which would directly <br />benefit or impact a significant portion of the community of San Leandro or the City of San <br />Leandro. <br />BACKGROUND <br />In 2010, the current Councilmembers Handbook Guidelines Regarding Council Support for or <br />Opposition to Ballot Measures was adopted by the City Council. <br />Discussion at the May 26, 2011 City Council Rules and Communications Committee meeting <br />regarding a legislative matter brought up the need to include support for or opposition to <br />legislation which would directly benefit or impact a significant portion of the community of San <br />Leandro or the City of San Leandro in the City Council's policy. Staff was directed to bring an <br />amendment to the Councilmembers Handbook Purpose and Guidelines to the City Council for <br />consideration. <br />The amended language for the Purpose of the Guidelines would read: <br />The purpose of these guidelines is to describe the City Council's policy regarding support <br />for or opposition to ballot measures or legislation on local, state or national matters. <br />The amended language for the Guidelines would read: <br />
