2011 -12 Measure B Paratransit Application 2 <br />BACKGROUND <br />June 20, 2011 <br />Analysis <br />Funded with Measure B Paratransit funds, FLEX provides transportation to seniors and disabled <br />adults. The grant allocation is based on a formula which takes into account projected sales tax <br />revenue and the City's population of disabled, 85 and over, 65 -84 and SSI recipients. FLEX <br />provides approximately 8,800 rides per year. <br />In 2010 -11 we made significant changes to the service in order to reduce program costs to a level <br />sustainable within the grant allocation. In February 2011 staff conducted the annual rider survey <br />and held two public workshops. Since the program was changed in 2010 -11, our goal was to get <br />input on the revamped service and identify any needed "tweaks ". <br />Even with the service changes, riders indicated that they are satisfied. 73% of the survey <br />respondents rated the service Fair — Good (2% Poor, 25% Don't Know). Regarding <br />improvements, riders said that they would like the Shuttle to operate past 3:00 p.m. Since <br />submitting the attached application, staff has determined that there is adequate funding to add <br />one hour of service to the shuttle as requested by riders.
