FOR THE <br />TOYON PARK RESTROOM REPLACEMENT SITEWORK, PROJECT NO. 10- 210 -62 -008. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends award of contract to the low bidder, McNabb Construction, Inc. in the amount <br />of $84,700.00 for the subject project. <br />BACKGROUND <br />Whenever possible, the City replaces inadequate restroom facilities at its parks. Replacement <br />may be for one or more reasons, including: 1) the high cost of maintaining an aging facility; 2) <br />lack of compliance with current building codes; and 3) insufficient accessibility. These <br />replacement restrooms were individually designed for each park based on a common design <br />prototype. While this method resulted in a quality product, the cost was high and construction <br />time was significant, causing extensive park disruption. <br />To reduce costs and park disruption, the City decided to install its first pre- fabricated restroom <br />structure at Toyon Park. Several vendor proposals were evaluated, and Public Restroom <br />Company (PRC) was selected as the preferred vendor. Subsequently, a sole — source contract <br />with PRC was approved by City Council and the building is currently under construction. <br />Prior to installing the pre- fabricated structure, the site must be prepared. Generally, pre- <br />fabrication vendors do not have the capability to undertake site preparation; therefore, a different <br />contractor will handle the site work. <br />
