Traffic Calming 4 June 20, 2011 <br />(e.g., West Juana Avenue) complain about speeding, but the collector is not eligible <br />for the NTCP. <br />Suggested Revisions to the NTCP: <br />Staff recommends modifying the NTCP to allow the installation of traffic calming <br />features on segments of selected collectors that, upon the review of the Engineering and <br />Transportation Department, contain more than 95% residential properties. The segments <br />identified shall use the prioritization criteria of a Residential Collector. <br />Previous City Council Action(s) <br />• On July 7, 2003, by Resolution No. 2003 -154, the City Council adopted a resolution <br />establishing the Neighborhood Traffic Calming Program <br />• On August 20, 2007, by Resolution No. 2007 -131, City Council adopted a resolution <br />amending the voting system of the Neighborhood Traffic Calming Program to be <br />more effective in processing projects <br />City Council Committee Review and Action <br />On February 8, 2011, the Facilities and Transportation Committee reviewed and <br />supported the proposed NTCP revisions that allow staff to install traffic calming features <br />on portions of selected collectors that are predominately residential. <br />Annlicable General Plan Polic <br />• There are several goals and policies identified in the General Plan that provide the <br />legal basis for the NTCP <br />• See Attachment B for the full details on the applicable General Plan goals and <br />policies <br />Fiscal Impact <br />• The City Council has approved an annual budget of $100,000 for the design and <br />construction of traffic calming features through the Capital Improvement Program <br />(CIP) <br />• The funding has been sufficient to implement traffic calming measures in one small <br />neighborhood and speed humps on other qualifying roadways every fiscal year <br />Budget Authority <br />• Funded by the CIP in Account No. 120 -28 -167 <br />Tracy' esely, Fin t cc Director <br />
