Hollister <br />City Manager <br />PRESENTATION AND DIRECTION ON PRIVATE SEWER LATERAL. <br />SUMMARY AND RECOMMENDATION <br />This report provides information pertaining to the presentation and discussion regarding <br />Administrative Code Title 8 Chapter 11 concerning the financial responsibility of reconnecting <br />sanitary sewer laterals. Staff recommends Option 1, retaining the existing procedure with <br />improved financial assistance. <br />BACKGROUND <br />The City operates and maintains Publicly Owned Treatment Works (POTW), on behalf of the <br />ratepayers, serving the northern two-thirds of the City, with Oro Loma Sanitary District serving <br />the remainder of the City. The POTW includes a network of sewer main pipelines located both <br />within the public right of way and on private property. Many of the sewer main components are <br />50 to 100 years old and were installed before adjoining properties were subdivided and <br />developed. As the system has aged, repair and replacement is required. <br />In 1995, the City completed a comprehensive Sanitary Sewer Master Plan that identified sanitary <br />sewer system deficiencies throughout the City. Using the information from the Master Plan, <br />additional sewer camera television inspections and maintenance reports, the Engineering and <br />Transportation Department compiled and then prioritized a list of sewer lines that require repair <br />or replacement. Subsequently, an annual sewer repair and replacement program was established. <br />As part of this 2009 program for replacing sewers, damaged pipelines were evaluated and <br />scheduled for various forms of treatment. A pipeline located between Dutton Avenue and <br />Broadmoor Boulevard was included as part of the 2009 repair and replacement project. Portions <br />of this pipeline are located in the back and side yards parallel to Beverly and Breed Avenues. <br />See attached Exhibit A. This segment required a high level of maintenance throughout the years. <br />
