Private Sewer Lateral Relocation 2 June 20, 2011 <br />Television inspection revealed severely damaged pipe line, separated joints and root intrusion. <br />To reduce the potential of overflow in this sewer line and facilitate its repair, a new bypass line <br />in Beverly Avenue from Dutton Avenue to Broadmoor Boulevard was constructed in 2008. This <br />line diverts a large volume of flow originating upstream of this area (see Exhibit B). With the <br />flow reduced, the damaged pipe can now be lined using construction methods that require very <br />little trenching and minimize damage and disruption to private properties. <br />For the pipeline between Dowling and Broadmoor Boulevards (See Exhibit A), backyard <br />easements were acquired from those properties where none previously existed. Short portions of <br />severely damaged pipeline were replaced (point repairs), and a liner system was installed to <br />repair the entire length. <br />The repair solution for the line segment between Dutton Avenue and Dowling Boulevard (the <br />Dowling Triangle) is more complex because of broken and deformed pipeline located directly <br />below the house at 325 Dowling Boulevard. The fact that the sewer line runs beneath the home, <br />constructed in the 1920's, is likely due to subdivision and re -subdivision of the lots in the early <br />1900's. Since point repair is not a viable option for this property, another solution was <br />necessary. A review of all feasible options confirmed that the only solution was to abandon the <br />sewer line and provide alternate connection points to the nine affected properties that front <br />Beverly Avenue and Dowling Boulevard. <br />The necessity to abandon and relocate a sewer main is rare, pursued only when there is a clear <br />and present risk to the public health and safety and when all other reasonable solutions have been <br />exhausted. Staff s goal is always to implement repair solutions that minimize impacts to private <br />property owners while remaining cost effective and efficient for the ratepayers. <br />Recognizing the financial burden that the relocation of the sewer line would have on the <br />Dowling Triangle property owners due to private sewer lateral relocation, staff sought an <br />administrative procedure that would provide some relief to them. Working together, staff from <br />the City Attorney's Office, Engineering and Transportation, Finance and Public Works Services <br />developed a draft procedure based on legal and financial findings. After much work by the City <br />Council Facilities Committee, Council approved an administrative procedure (Administrative <br />Code Title 8 Section 11, attached) that covered all sewer relocation work throughout the area of <br />the City within the City Sewer Enterprise area. <br />To get a sense of the potential ratepayers' liability or exposure in relation to sewer main <br />relocation, a preliminary analysis was performed. The City has approximately 23 miles of sewer <br />main that are partially or entirely located on private property. Utilizing the City's GIS data and <br />aerial photography to determine proximity of sewer lines to structures, approximately 500 <br />residential properties could be impacted. As with recent pipeline repair between Dowling and <br />Broadmoor Boulevards, detailed inspections, surveys, and analysis are required to determine if <br />relocation is the only alternative. <br />
