o Introductory Phase Start of Construction: <br /> Contractor plans to tentatively begin construction on first 10 homes the week of May 22. <br /> Contractor anticipates opening two houses per day. Construction should be complete by <br /> June 8 or 9. <br /> o Phase 1 Architectural Surveys: <br /> As of April 26, 93 homes have been surveyed. Majority of homeowners whose homes <br /> were surveyed are very positive about the program and looking forward to installation of <br /> windows. Mary Knuckles, Project Manager, has met one -on -one with each homeowner <br /> and has spent approximately 45 to 60 minutes with each homeowner going over the <br /> program, answering questions and touring each home describing to each homeowner the <br /> sound insulation improvements they may receive. C. Kell -Smith provides a Spanish <br /> interpreter when requested. <br /> Of the 93, one withdrew because they did not want to remove their new DP windows and <br /> doors and would not have qualified for waiving only one item; one requested to be put into <br /> Phase 2. 7 homes (56 CNEL) need to be surveyed, 2 of which are have been sold, no <br /> known buyers yet; one home in 53 CNEL is up for sale with no known buyer. <br /> Our goal is to survey and draft plans for 100 homes; 5 of which would serve as alternates <br /> in case a homeowner has to drop out of Phase 1. Goal of project is to maintain 95 homes <br /> in Phase 1. <br /> o Next Scheduled Lottery for Phase II participants: <br /> City should anticipate advertising for the remaining eligible homes July 2006. Once we <br /> complete Phase 1 architectural surveys, we will have an idea of remaining slots. Selection <br /> of final qualified participants should be made by fall of 2006. <br /> • 56 CNEL — 215 Potential Eligible <br /> • 53, 54, 55 CNEL — 172 Potential Eligible <br /> "' Rentals have to be identified <br /> o Easement Issues <br /> • 5 homeowners withdrew due to easement issues <br /> • 10 homeowners withdrew due to installing new DP windows at their own <br /> expense; program only allows homeowner to waive one item <br /> • 1 homeowner withdrew because does not want work done on her home; she <br /> does not have a problem with airplane noise <br /> o Like - for -Like <br /> The program's replacement windows and doors must meet certain acoustical criteria <br /> and must therefore be of a specific type. The program policy calls for replacing like <br /> materials with like materials, where possible, unless egress codes or other <br /> constraints prevent. <br /> • Program tries to match configuration of existing windows; egress codes may <br /> prevent an existing double hung or slider match and be replaced with a <br /> casement window. Weight of windows due to thickness of glazing also prevents <br /> like- for -like configurations in the STC 35 windows. Homeowner is given option to <br /> waive existing item <br /> • Program matches existing decorative muntins <br /> • Program matches low "e" glass or tinting of glass <br /> • Program matches existing front door as close as possible <br /> • Pre - approved window manufacturers do not provide tilt -out features or multi - <br /> point lock mechanisms due to the weight of windows and the locking <br /> mechanism did not meet the forced entry codes. <br />
