Update on Noise Insulation Program <br /> Debbie Pollart reported on the progress of the insulation of the first ten homes. The final <br /> changes are being made to the contract book. Construction bid advertisement is scheduled <br /> for November 14, with a site tour for prospective bidders sometime this month. Bid opening <br /> is planned for early December, and a request to award the construction contract will likely go <br /> to the City Council in January. <br /> Councilmember Santos asked staff and the Port to once again consider a cash -out program <br /> for homeowners wanting to do the work themselves. <br /> Councilmember Starosciak had questions about the timing of the project. <br /> Committee Recommendations <br /> None <br /> 2.
