Public Comments <br /> Harold Perez recommends that a fee be placed on planes operating at the airport to help <br /> move the insulation program faster. <br /> Francois Gallo commented on the insulation program and suggested priority should be <br /> given to homeowners committed to remaining in San Leandro. This was discussed and <br /> explained that there would be no legal way to require a property owner to remain in San <br /> Leandro once the insulation had been done. Also, the object of the program is to provide a <br /> quieter living environment, regardless of who the property's current or future owner may. <br /> John Manuel had questions about the insulation program and discussed Stage 4 and Stage 5 <br /> engine research. <br /> Lou Filipovich discussed the insulation program, imminent domain with respect to airports, <br /> and the deregulation of airlines. <br /> 6. Committee Member Comments <br /> City Manager Jemmanis reported that the next UC Berkeley Airport Noise and Air Quality <br /> Symposium is scheduled for March 2006 in Palm Springs, should any of the Committee <br /> Members want to attend. <br /> Councilmember Starosciak had some questions regarding the avigation easement for the <br /> insulation program and its application should a property be sold. Staff replied that the <br /> avigation easement is recorded on the deed of the property and remains with the property <br /> when sold. <br /> Councilmember Santos repeated his desire to see the Port write directly to the homeowners <br /> on Neptune Drive, explaining why it is not feasible to build a noise barrier on airport <br /> property. Staff will relay that request to the Port. <br /> Councilmember Santos shared a copy of the noise abatement procedure guidelines for the <br /> Hayward Airport and asked that copies be made available for Committee Members and <br /> anyone else interested. Staff will obtain copies for the next Committee meeting. <br /> Councilmember Santos announced that he intends to step down from the Oakland <br /> Airport/Community Noise Management Forum and that the October meeting was the last <br /> one he will be attending. He is asking Councilmember Grant, the alternate to the Forum, to <br /> attend future meetings until new appointments are made to outside agencies for the City <br /> Council. <br /> 3 <br />
