Davis and Faraday: <br /> • <br /> On October 4, 2004, the co- chairs of the Oakland Airport- Community Noise . <br /> Management Forum sent a letter to the Acting Air traffic Manager, Oakland Tower <br /> requesting the ATC Tower to investigate how to implement a rolling take -off procedure <br /> for departures from Runway 29 between 1:00 a.m. and 5:00 a.m., when safety conditions • <br /> permit. This is a follow -up to that letter on behalf of the South Field Research Group, <br /> which is a technical resource to the Forum. We are very pleased to learn that substantial <br /> progress has been made to reduce the affects of "back blast" noise in the City of San <br /> • <br /> • <br /> Leandro. <br /> We understand.that Tom Beck, FedEx's representative, recently discussed the "rolling <br /> take -off departure procedure" with FAA Air Traffic Control management and union <br /> representatives and explained FedJx's desire to depart with a rolling start in the middle • <br /> of the night. As a result of this discussion, the ATC has agreed to issue this clearance to <br /> the maximum extent possible. (For technical reasons, we understand that ATC uses <br /> different terminology for this procedure.) If they do issue a "position and hold" <br /> • instruction, they will try to issue the departure clearance while the aircraft is still rolling • <br /> into position, thereby accommodating a rolling take-off. We also understand when a <br /> "position & hold" instruction is issued, the pilot may prefer to wait at the hold short for <br /> the departure clearance in order to assure a rolling take -off, and the pilot would request a <br /> "hold short until departure clearance available." <br /> 530 Water Street v Jack London Square .• P.O.
