Report from Airport Noise Office on the Status of the Second ILS at the North Field <br /> John Jermanis reported that the City had received a letter from the Airport's Director of <br /> Aviation regarding the status of the second ILS for the North Field. The FAA has <br /> determined installation of the second ILS is technically feasible. They are now doing some <br /> environmental analysis and will meet with Port staff this month to determine the best <br /> alternative(s) for placement of the equipment. Funding has not yet been allocated by the <br /> FAA for installation of the ILS. Once funding is secured and approvals received, the Port <br /> will facilitate a community meeting with the FAA relative to the environmental analysis. <br /> Committee and audience members had clarifying questions regarding the environmental <br /> process and what will be studied relative to the ILS and flight paths. <br /> Committee Recommendations <br /> None <br /> 3. Update on Noise Insulation Program <br /> William Schock provided the latest time table for the insulation program. Two homeowners <br /> have dropped out from the first ten in the pilot program; homes #1 1 and 12 on the list have <br /> been brought in to the pilot program. Homes have been surveyed, plans have been reviewed <br /> by the homeowners and homeowners have signed avigation easements. A meeting was held <br /> for the first ten homeowners so allow them to ask questions of the architects and see samples <br /> of construction materials to be used. Staff hopes to bring a contract to the City Council for <br /> approval in September and construction could begin in October. <br /> Committee members had questions regarding the two homeowners that dropped out of the <br /> program — one had recently had new windows installed and did not want further construction; <br /> the second had not participated in any elements of the program and simply no longer wanted <br /> to be included. <br /> Committee member Grant would like to see a survey done of all twelve of the first <br /> homeowners (including the two drop outs) after construction is completed, to determine level <br /> of satisfaction and rectify any problems with the program before construction on the next <br /> phase begins. The survey results should be made public. Chair Santos would like the <br /> Committee to visit some of the homes after construction. <br /> Harold Perez had questions regarding asbestos and lead paint removal, and John Manuel <br /> asked about contractor selection. <br /> 2 <br />
