3. Discussion Regarding Citizen Appointment to Oakland Airport/Community Noise <br /> Management Forum (Current appointment expires July 21, 2005) <br /> The Committee agreed that the current appointee, John Manuel, should continue to serve <br /> until the process for appointing a replacement has been finalized. This item will be discussed • <br /> further at the July committee meeting. <br /> Committee Recommendations <br /> None <br /> 4. North Field Group, South Field Group and Master Plan Committee Reports <br /> Kathy Omelas reported on recent meeting of both the North Field and South Field groups. <br /> Both groups studied the need to ask pilots of stage 2 corporate jets to depart from the South <br /> Field versus the North Field. Currently there are about 4 corporate jets departing from the <br /> North Field every 6 months. These are very loud noise events for neighborhoods near both <br /> the North and South Fields. <br /> Councilmember Santos was concerned about transference of noise from one area of town to <br /> another. Carole Wedl from the Airport Noise Office commented that when these jets depart <br /> from the South Field only 2 noise monitors are typically triggered in neighborhoods, as <br /> opposed to 6 being triggered by the North Field flights. The noise incidents would actually <br /> be lower for all neighborhoods, including those near the South Field. <br /> Both study groups have supported that noise abatement procedure, and it was endorsed by <br /> the Noise Management Forum members. <br /> En a recent Airport Noise Report publication, distributed at a recent Noise Forum meeting, <br /> Ms. Omelas saw mention of some new noise abatement procedures that have been approved <br /> for the Reid - Hillview Airport in San Jose. Those will be brought to the North Field Group <br /> for follow -up. <br /> At the April meeting of the Airport Master Plan Stakeholders Committee, a diagram of <br /> potential development sites on the airport property was discussed, showing areas where <br /> possible parking facilities, new roadways and a cargo ferry access could potentially be <br /> developed. City representatives on the committee expressed concern regarding the concept <br /> design that shows a road leading from Eden Road in San Leandro to the main airport <br /> terminal. Stakeholder committee members were assured that this was only conceptual, that <br /> the road would be very expensive, would require acquisition of land from San Leandro, and <br /> might only be used for airport service vehicles. All San Leandro representatives on the <br /> Stakeholder Committee voiced opposition to such a concept. <br /> The suggested cargo ferry access was also an area of concern, since it showed one potential <br /> ferry landing site at the end of the South Field closest to.
