Discussion on Phase -out of Louder Planes During Night Hours
The City Council Airport Committee had asked the Port to discuss when they could expect to
see louder planes phased out of nighttime operations at the airport (e.g. MD11's, 727's, and
DCIO's). Port staff provided a table showing aircraft noise events based on aircraft types (see
attachment).
Director of Aviation Steve Grossman explained that most of the planes described were built
as Stage -3 aircraft and comply with federal noise standards. FedEx continues to operate
some hushkitted 727's at the airport, and he does not see them being eliminated in the near
future. The 727's make up 60 -70% of the FedEx fleet.
Councilmember Tony Santos commented that the 727's are the noisiest planes at the airport
and has suggested many times that they be phased out as soon as possible. He is asking for a
date certain when they will stop flying at the Oakland airport.
Mr. Grossman stated that the Port has been encouraging FedEx to retire the 727's.
Additionally, the Airports Council International (an association of international airports) has
been trying to encourage the aircraft industry to phase them out on a national level. FedEx
has not been willing to commit to a phase out date. The airport's Master Plan study
documents project that there will be one hushkitted 727 still flying at the Oakland airport in
2010.
