Master Plan Update Noise Mitigation Plan <br /> San Leandro Airport Committee members had asked what specific noise mitigation plan will <br /> be considered in the new Airport Master Plan. <br /> Mr. Grossman reported that the next study subject for the Airport Master Plan Stakeholders <br /> Committee would be environmental issues, including noise. The committee will meet next <br /> on June 30. The material to be reviewed will include noise contours and single event noise. <br /> He stated that the airport is not expecting tremendous increases in noise levels, despite <br /> projected growth at the airport, and the noise contours may not look much different than the <br /> contours today. <br /> Councilmember Santos commented on the previous master plan process in 1989 -1990. He <br /> asked the Port to not ignore impacts on surrounding communities in future expansion. Those <br /> impacts were somewhat ignored and played down in the prior master plan. <br /> Mr. Grossman stated they will not rely solely on noise contours, since the average citizen <br /> cannot relate to that data. The Port will review mitigation measures, including those <br /> suggested by community members, and their effectiveness. The Port will also look forward <br /> to more open communication with the airport's neighboring communities. <br /> Councilmember Joyce Starosciak asked City Manager John Jermanis about sound insulation <br /> in new homes, such as the Heron Bay development. Is there a City standard for new <br /> construction? Mr. Jermanis replied that the City looks to higher standards for noise <br /> insulation for any new homes being built in noise sensitive areas. <br /> Under Public Comments on this item, Dennis Rosucci distributed a letter to committee <br /> members, asking the Port to consider a number of questions about the master plan process <br /> regarding noise and noisy aircraft (attached). <br /> Sanjeev Handa from the East Bay News Service commented that the City of Oakland's <br /> master plan noise element is being re- written (City staff will follow -up and review as <br /> appropriate). He also commented on a past proposal by FedEx to locate a distribution center <br /> in Oakland, and future specifications on air buses. <br /> Francois Gallo commented that DC -I0 noise levels were not included in the table of San <br /> Leandro noise levels provided by airport staff. He asked the Port to look at on- airport <br /> measures to reduce noise in the community, as well as noise - propagating properties over <br /> water.. <br /> John Manuel commented on his statements to "ABC Listens" about airport noise when that <br /> program came to San Leandro and the continuing noise impacts to San Leandro. He asked <br /> the Port Commissioners to influence FedEx to retire their noisier aircraft. As a contractor, he <br /> knows that basic building insulation measures do not address airport noise on the "C" scale. <br /> 2 <br />
