Discussions will be centered around the airport's airfield (runways and taxiways).
The City of Alameda is proposing a new taxiway that would allow jets to move from the
North Field for South Field departures easier. Staff will carefully review this proposal with
concerns about jets from the South Field moving to the North Field for departures.
Regarding appointments to the North Field and South Field Groups, there was discussion
regarding how the groups were formed and how appointments were made. Staff's
recollection was that the Airport invited the City and citizen groups to participate in a study
group about North Field activities in 1997. (There was no City Council Airport Committee
at that time.) Staff recommended the Airport contact the Davis West Neighborhood Group
and NAACSL for citizens to invite into the group. The South Field Group was established in
2002 at the City's request. Interested citizens submitted their names to the Airport
Committee and Committee members recommended Dennis Rosucci represent area
neighborhoods and John Manuel represent NAACSL for the South Field Group
appointments.
City Manager Jermanis reviewed the City's process for making other committee
appointments and the Committee concurred that a similar process should be standardized for
appointments to the North Field and South Field Groups. Staff will draft a process for the
Committee's review at its next meeting. Committee members recommended that citizen
appointments for the two Groups remain as they are for the time being.
3. Update on Airport Noise Insulation Program
Kathy Ornelas reported that the construction plans for the 10 pilot homes should be going to
the Port for Review shortly. Staff is including in the specifications for contractors that the
contractors assist homeowners move furniture when necessary. A request will also be made
to include specifications for contractors to help empty attics, when necessary. However, staff
is not confident the Port will agree to that specification.
Staff has found two community organizations that homeowners may contact for assistance
with furniture moving and emptying of attics. The San Leandro High School Student
Activities Coordinator stated that sometimes students need to do community service hours.
The school is willing to be a point of contact for residents if volunteer student help is desired.
Also, the Davis Street Family Resource Center sometimes has clients willing to do odd jobs
for low -cost. Homeowners may contact Davis Street to see if low -cost labor is available.
Both of these contacts have been given to C. Kell -Smith and Associations as information for
homeowners.
2
