Capacity is highly <br /> dependent on the types of aircraft using the airfield, the predicted schedule of <br /> aircraft, weather, and airfield capabilities. The estimate of capacity will also vary <br /> depending on how sophisticated an analysis one uses to measure it. For <br /> example, Airport Service Volume (ASV) is a relatively gross measure and would <br /> likely not be affected by relocating the ILS from Runway 27R to Runway 27L. A <br /> • <br /> detailed simulation analysis with a specific event file and specific weather <br /> conditions would also likely not show a capacity increase by relocating the ILS <br /> from Runway 27R to Runway 27L (i.e., the very small increase in capacity <br /> described above is too fi ne to measure, even with traditional simulation models). <br /> We are not aware of any capacity measure called "airport service levels." <br /> 5) Section 12.1.3 further states: ...Overall, if traffic levels at the Oakland <br /> International Airport increased significantly.to the extent that Runway 27L were to <br /> be used in increasing amounts for air - carrier arrivals, the potential need to shift <br /> the training activity would also increase. <br /> Answer: If operations increased on 27L to the extent that arrivals could not be <br /> accommodated by touch and go training flights, it is likely the training flights <br /> would be shifted to another runway, presumably 27R. This is especially true if <br /> 27L is the only North Field runway with an ILS. To separate the different types of <br /> air traffic, the FAA would likely keep small training flights on one runway while <br /> accommodating instrument arrivals of other aircraft on another runway. <br /> 6) Another concern is the potential of bringing regularly scheduled flights to the <br /> North Field if and when the site of the former United hangar is developed into a <br /> new terminal. Because of its proximity to the North Field, it would appear likely <br /> that airlines at a new terminal would prefer to use the North Field as opposed to <br /> the South Field. <br /> Answer: Please see the response to Question 7. <br /> 7) Please describe what the Port's plans are for the use of the former United <br /> hangar site. <br /> • <br /> Answer: The Port currently does not have any specific plans for the site. We <br /> have just started to prepare a master plan for the Airport. The City of San <br /> • <br /> Leandro is represented on the Aviation Stakeholder Advisory Committee by City <br /> staff and appointed residents. One of the outcomes of the master plan will be <br /> near -term and longer -term uses for the former United hangar site. It is <br /> anticipated that this issue will start to be discussed as soon as the next Aviation <br /> Stakeholder Advisory Committee meeting, which is scheduled for August 19, <br /> 2004.
