The master plan (through the Aviation Stakeholder Advisory Committee) will <br /> examine other potential longer -term uses for the site, including passenger <br /> terminal facilities, re- located cargo facilities, and /or passenger airline - related <br /> support facilities. <br /> • <br /> Because Runway 1.1/29 is the Airport's longest runway at 10,000 feet, it will <br /> continue to be the runway preferred by air carriers, especially cargo airlines. The <br /> master plan will also evaluate the potential need to improve taxiway.access <br /> between passenger terminal areas and Runway 11/29 to minimize delay. <br /> 8) Wouldn't having ILS capabilities on both North Field runways increase the <br /> capacity of the North Field, allowing for simultaneous approaches to both <br /> runways? <br /> Answer: Having ILS's on both 27R and 27L will not increase capacity because <br /> the runways are only 1000 feet apart, and the FAA treats the airfield as one <br /> runway when aircraft approach under instrument conditions. FAA standards <br /> establish 4300 feet as the necessary separation needed between runways to <br /> allow for simultaneous approaches. To thoroughly answer this question, please <br /> also note that FAA Order 8400.1, dated 6/5/03, states that under certain <br /> conditions, simultaneous approaches can be performed with runways spaced <br /> 3000 feet apart. However, that does not apply to Oakland. <br /> 9) Please detail what, if any, restrictions exist to prevent regularly scheduled <br /> passenger and large cargo carriers from using the North Field. <br /> Answer: Runway 11/29 is the Airport's longest runway at 10,000 feet and is the <br /> Airport's main air carrier runway. Both passenger and cargo airlines prefer to <br /> use this runway because of its length and proximity to their gates and facilities. <br /> Existing noise abatement procedures include the following: <br /> - The San Leandro Runway Use Policy directs regularly scheduled large <br /> or heavy passenger aircraft to use Runway 11/29, except when it is unavailable <br /> due to emergencies or maintenance. <br /> - Nighttime procedures for North Field encourage all aircraft over 75,000 <br /> pounds to use Runway 11/29 for departures. <br /> - The following aircraft should not depart from Runways 27UR, nor land <br /> on Runways 9R/L, except during emergencies: turbo -jet and turbo fan aircraft, <br /> turbo -props over 17,000 pounds, 4- engine reciprocating aircraft and surplus <br /> military aircraft over 12,500 pounds. <br /> • <br />
