2. Continued Discussion Regarding Instrument Landing System at the Oakland Airport <br /> John Jermanis gave an overview of the history of the Instrument Landing System (ILS) on <br /> Runway 27R as it relates to the City's Settlement Agreement with the Port of Oakland. <br /> Staff distributed copies of a response letter from the Port's Director of Aviation, Steve <br /> Grossman, replying to a number of questions the City had regarding the addition of a second <br /> ILS at the North Field. The FAA has contacted the Port regarding the FAA's possible <br /> sponsoring of a second ILS at the North Field. <br /> One aspect pointed out in the discussions with the Port was that moving the ILS from 27R to <br /> 27L could result in more noise for San Leandro neighborhoods because touch -and -go <br /> training flights would have to fly over residential areas to use 27R if 27L was being used for <br /> instrument landings. This matter has given the City and the Port the opportunity to review <br /> the Avigation Easement for the Insulation Program, as well as discuss the Port's possible <br /> participation in improvements on Doolittle Dr. and Eden Rd. <br /> Councilmember Santos asked that the October committee meeting focus on the ILS and <br /> asked staff to invite the Port to send representatives to answer questions on the matter. <br /> Councilmember Nardine asked that someone from the FAA also attend the next meeting to <br /> respond to questions about the ILS. Staff will make appropriate contacts for those speakers to <br /> attend the October meeting. <br /> Committee Recommendation <br /> None <br /> 3. Report on Airport Master Plan Stakeholder Committee Meetings <br /> Kathy Ornelas gave a report on the second Stakeholder Committee meeting. The majority of <br /> discussion at the meeting centered around forecasting the passenger numbers anticipated for <br /> the future. Those numbers will dictate the number of gates that will be needed to handle that <br /> level of volume. The Port expects the Master Plan to project what will be needed for 2010 or <br /> 2012. In 2012, it is anticipated approximately 20 million passengers will travel into and out <br /> of the Oakland Airport. The Port does not expect to plan beyond what the present runways <br /> will handle, although taxiway improvements may be recommended. The next meeting will <br /> focus on possible terminal needs for the future. <br /> Committee Member Nardine said she has reviewed San Francisco's Master Plan, and San <br /> Jose's Master Plan Executive Summary. She encourages the City's representatives to the <br /> Stakeholder Committee to review these documents, highlighting some specific sections in <br /> particular. <br /> 4. Insulation Program Lottery <br /> At the Committee's request, the first 10 households for the insulation program were drawn in <br /> the lottery at this point in the meeting. After the 10 were drawn, the meeting resumed under <br /> the planned agenda. <br /> 2 <br />
