5. Reports on the North Field and South Field Study Croup Meetings <br /> Kathy Omelas provided a report on both study groups. The North Field Group continues to <br /> meet on a quarterly basis, evaluating and discussing questionable noise incidents in an effort <br /> to correct some of the louder procedures. One flight of concern in particular has been <br /> Ameriflight 180, which tends to have very loud departures shortly after 10:00 p.m. The <br /> group will continue to review this flight, and others, to try to find solutions. The staff at the <br /> Air Traffic Control Tower has agreed to review controller instructions to pilots whenever the <br /> Airport Noise Office notifies them of a particularly loud flight, to make certain the controller <br /> is instructing the pilots to use the preferred runways for noise abatement. <br /> Councilmember Santos asked that the Group study a particularly disturbing flight which goes <br /> over the Broadmoor area around 5:45 a.m. every day. <br /> The North Field Group also discussed the location beacon at Bayfair Mall. The question had <br /> been whether or not moving the beacon further west would reduce noise impacts on San <br /> Leandro neighborhoods. The Group learned that the beacon simply notifies the pilot of their <br /> distance from the airport; it does not direct the pilot to any particular approach pattern or <br /> glide slope. So, moving the beacon would not have any effect on arrival patterns. <br /> Also, the Group learned that the Port will be studying the runway safety zones at the end of <br /> all of the runways to determine if improvements are warranted. <br /> The South Field Research Group has not met since June. Therefore, there was no South <br /> Field report. <br /> 6. Public Comments <br /> John Manuel asked for clarification on the ANIP process and modification of the avigation <br /> easement. He is concerned that moving Lear jets from the North Field to the South Field will <br /> transfer noise to the Neptune Drive area. He is seeing lighter jets on the South Field more <br /> frequently with high noise levels. <br /> Francois Gallo challenges the position the Port is taking in the written response to the City's <br /> questions about the ILS, particularly as it relates to increase of capacity at the.North Field. <br /> He believes Southwest Airlines intends to use the Oakland Maintenance Facility (former <br /> United hangar) for terminal expansion and questions why the Port included possible taxiway <br /> changes in a 2001 Airfield Planning Report if expansion is not planned. <br /> Harold Perez objects to adding a second 1LS to the North Field because he believes it will <br /> bring more planes over his neighborhood. He believes Committee meetings should be held <br /> at night so more residents could attend. <br /> Wafaa Aborashed asked about the status of the avigation easement changes. She feels <br /> neighborhood representation at meetings would be better if meetings were held in the <br /> evenings. Speaking on behalf of the Davis West Neighborhood Group she said they do not <br /> want a second ILS added to the North Field because it will bring more noise to the <br /> neighborhood. <br /> 3 <br />
