We look <br /> forward to meeting with you and your staff in the very near future to discuss the <br /> ILS options for the Airport and how they relate to the 2000 settlement agreement <br /> between the Port and the City of San Leandro <br /> 1) The 1996 Draft Environmental Impact Statement/Environmental Impact <br /> Report for the Airport Development Program, Table 1: Impact Summary Table, <br /> Section 4.1 Noise, describes impacts from Aircraft Noise and Vibration as <br /> follows: Aircraft- related noise and vibration levels in the vicinity of MOIA in 2000 <br /> • and 2010 would change as a result of increases in passenger and air cargo <br /> aircraft activity and changes in the aircraft fleet mix and runway utilization <br /> patterns at the Airport. <br /> The Mitigation section for this impact states: (2) The Port of Oakland would take <br /> actions necessary to accommodate projected commercial jet aircraft arrivals on <br /> Runway 27L in 2010 rather than on Runway 27R for the purpose of shifting the <br /> projected 65 CNEL contour from the Interstate 880 corridor, where residential <br /> uses are located, to the west where land uses are generally industrial. <br /> Answer: This issue is addressed in the Port's Response to Comments for the <br /> Supplemental Environmental Impact Report (SEIR), Page 3 -29, dated November <br /> 2003. <br /> In summary, the Port's 1996 Draft EIR and 1997 Final EIR stated that in a worst <br /> case scenario, an increase in commercial flights might create excessive delays to <br /> aircraft operating on Runway 11/29. The 1996/97 EIR recognize.d that several <br /> different operating scenarios may occur if Runway 11/29 were severely <br /> congested. One scenario that was considered possible at that time was that <br /> 25% of the pilots operating B737 aircraft might choose to land on Runway 27R at <br /> the North Field during peak daytime periods.
