The <br /> Letter of Agreement does not address daytime departures from RW 11. <br /> Committee Member Santos commented that both the Port and the FAA haven't been <br /> enforcing their existing procedures. The FAA needs to consistently enforce these <br /> procedures for noise abatement. Wayne Bryant from the Airport Noise Management Office <br /> reported that the Port is writing a letter to the FAA regarding the departures from RW 11. <br /> They hope this will encourage the FAA to enforce the Letter of Agreement. <br /> The South Field Group also received a report on a study that was done on the feasibility of <br /> building a sound wall to protect western San Leandro neighborhoods from noise. The <br /> consultant, Vince Mestre, reported that a wall on airport property would have to be 30' tall <br /> and 1000' long, adjacent to the south end of the South Field to be effective. At best, it would <br /> provide a 3 -5 dB reduction in noise. He questions whether or not the FAA would allow <br /> construction of such a wall on airport property because of safety concerns. A wall on <br /> residential property would be equally effective, although probably not a popular option to <br /> residents along the water. Similarly, a wall built out in the water between the South Field <br /> and the homes would have some benefit, but would be highly controversial to build. The <br /> sound wall would not have any effect on vibration levels, only audible sound levels. The <br /> consultant will present his findings to the Port to see if they want to explore the <br /> recommendation further. <br /> John Manuel added that San Jose is building a sound wall near their airport. The consultant <br /> will research and provide the group with more information at its next meeting in September. <br /> 5. Public Comments <br /> Harold Perez stated that he doesn't want a second ILS added to the North Field because he <br /> believes it will bring more planes over his neighborhood. He showed a copy of a publication <br /> from "Quiet Solution" that he found on the internet. It describes what the maximum <br /> recommended exposures are for noise events. The Committee asked if staff could obtain a <br /> copy of that information (See attachment). <br /> Francois Gallo said he was happy to see the Committee's interest in corporate jets. These are <br /> often the loudest planes at the North Field. <br /> John Manuel asked what the procedures would be for the next Insulation Program <br /> community meeting. He commented on the last joint meeting between the Committee and <br /> the Port, and asked who will be making the final decision on the addition of a second [LS to <br /> the North Field. <br /> Dennis Rosucci asked if the Avigation Easement for the Insulation Program could have a <br /> threshold clause that would nullify the easement if noise levels exceeded a certain level. <br /> Most other cities have that clause. (Staff has asked the City Attorney to research this issue. <br /> The City's Settlement Agreement has a reference of allowing "noise up to the Maximum <br /> Approved Noise Levels," but those levels are not defined in the agreement.) <br /> Lou Filipovich is proposing forrning a citizen's committee for 'filing a law suit against the <br /> Port and the City on behalf of everyone left out of the insulation program. <br /> 4 <br />
