Airport Committee Members asked if staff could obtain copies of the Master Plans from San <br /> Francisco and San Jose Airports. (As follow -up, staff later provided the Committee with a <br /> copy of San Jose's Executive Summary of their Master Plan. San Francisco Airport sent a <br /> full copy of their Master Plan, which is a very extensive document. The copy has been <br /> placed in the City Council office. Neither document has been attached to these highlights <br /> because of their size.) <br /> Committee Member Nardine asked for a report on Lear jets at the Airport, specifically the <br /> number there now, whether or not there has been an increase, can an increase be expected, <br /> and what the Port's plans are to address an increase. (Staff has asked the Airport Noise <br /> Management Office for a report on Lear jets, as well as all planes under 75,000 lbs using the <br /> North Field.) <br /> 4. Reports on the North Field and South Field Study Group Meetings <br /> Kathy Ornelas provided a report on both study groups. The North Field Group continues to <br /> meet on a quarterly basis, evaluating and discussing questionable noise incidents in an effort <br /> to correct some of the louder procedures. One of the frequent violators has been the <br /> Department of Justice, which has been using the North Field for prisoner transportation <br /> Flights. The Airport Noise Management Office has gotten agreement from the Department of <br /> Justice that they will now use the South Field for arrivals and departures. <br /> The Committee allowed resident representatives to each of the study groups to add comments <br /> to these reports. Dennis Rosucci and Francois Gallo credited Harold Perez with the success <br /> in working with the Department of Justice. Harold had documented numerous flights, <br /> allowing the Airport Noise Office to track the noise levels as evidence of a continuing <br /> problem. They thanked the Airport Noise Abatement Office for their efforts, too. <br /> Francois Gallo also suggested that the RWI l noise abatement procedure should be delegated <br /> a higher priority for the Airport Noise Abatement Office to pursue. He also stated that he <br /> feels that adding a second ILS to the North Field will add capacity and increase impacts on <br /> the community. <br /> The South Field Group has been studying a number of procedures and possible noise <br /> solutions. The rolling departure noise abatement procedure is now standard practice for all <br /> FedEx planes — not just 727's and not just at Oakland Airport, but for all planes at all airports <br /> when conditions allow. The Airport Noise Management Office and the air traffic control <br /> tower will monitor the effectiveness of this procedure to determine if it can be adopted by <br /> other air carriers using the South Field. <br /> The Runway 11 (RW 1 1) noise abatement procedure continues to be discussed. There is a <br /> standing Letter of Agreement between the Airport and the FAA as a result of a long - standing <br /> settlement with the City of Alameda, instructing that this procedure be used whenever <br /> possible. The procedure has not been followed consistently in recent years. FAA Northern <br /> California Tracon representatives promised to re- educate the air traffic controllers on this <br /> procedure, and asked to be allowed to monitor their success before a formal request is made <br /> to the FAA to adopt this as a Standard Instrument Procedure. <br /> 3 <br />
