• •
(Port of Oakland, 1999) under the assumption that up to 25% of the Boeing 737
aircraft could land on the North Field runways and then taxi to the passenger
terminal. It was demonstrated that the airfield could accommodate the level of
traffic forecast for 2010 under this scenario.
4) Section 12.1.3 states:
...In terms of airfield capacity, relocation of the ILS could provide a slight
increase in North Field capacity, because aircraft that now follow the approach to
Runway 27R and then sidestep to Runway 27L would not have to follow the
sidestep procedure and therefore separations between aircraft may be slightly
lower on approach.
In response to the point above, please also explain the Port's definition of capacity as it
relates to Federal guidelines and airport service levels.
5) Section 12.1.3 further states:
...Overall, if traffic levels at the Oakland International Airport increased
significantly to the extent that Runway 27L were to be used in increasing amounts
for air - carrier arrivals, the potential need to shill the training activity would also
increase.
6) Another concern is the potential of bringing regularly scheduled flights to the North Field if
and when the site of the former United hangar is developed into a new terminal. Because of its
proximity to the North Field, it would appear likely that airlines at a new terminal would prefer
to use the North Field as opposed to the South Field.
7) Please describe what the Port's plans are for the use of the former United hangar site.
8) Wouldn't having ILS capabilities on both North Field runways increase the capacity of the
North Field, allowing for simultaneous approaches to both runways?
9) Please detail what, if any, restrictions exist to prevent regularly scheduled passenger and large
cargo carriers from using the North Field.
10) Please explain the plan for preferential runway use for nighttime diversion of flights to 27L
if a second ILS is installed at the North Field.
11) Please explain the planned use of the runways during daytime hours for touch - and -go
operations if a second 1LS is installed at the North field.
12) How many instrument landing arrivals take place at the North Field on an average daily
basis? What is the percentage of ILS arrivals at night?
13) As you know, relocation of the ILS from 27R to 27L is a condition of the November 2000
Settlement Agreement between the City of San Leandro and the City of Oakland (Section 8). If
the 1LS is not relocated and instead a second ILS is added to the North Field, further discussions
