• • <br /> - DRAFT- <br /> Questions to the Port of Oakland Regarding Adding a 2 ILS to the North Field <br /> Members of the San Leandro community have expressed concerns that adding an additional ILS <br /> to the North Field would increase capacity and air traffic over noise sensitive neighborhoods. <br /> Statements in official Port of Oakland documents lead to the belief that the Port of Oakland <br /> acknowledges the future need to increase traffic at the North Field and bring regularly scheduled <br /> passenger carriers and large cargo carriers to the North Field. <br /> Before the City of San Leandro can take a position on this matter, there are a number of <br /> questions and concerns that need to be answered. These have been outlined below. Please <br /> provide written answers to and /or clarification of these points as quickly as possible. We <br /> understand that the FAA is actively studying this proposal, and we would like to take a position <br /> on the matter soon. <br /> 1) The 1996 Draft Environmental Impact Statement/Environmental Impact Report for the <br /> Airport Development Program, Table 1: Impact Summary Table, Section 4.1 Noise, describes <br /> impacts from Aircraft Noise and Vibration as follows: <br /> Aircraft- related noise and vibration levels in the vicinity of MOIA in 2000 and <br /> 2010 would change as a result of increases in passenger and air cargo aircraft <br /> activity and changes in the aircraft fleet mix and runway utilization patterns at the <br /> Airport. <br /> The Mitigation section for this impact states: <br /> (2) The Port of Oakland would take actions necessary to accommodate projected <br /> • <br /> commercial jet aircraft arrivals on Runway 27L in 2010 rather than on Runway <br /> 27R for the purpose of shifting the projected 65 CNEL contour from the Interstate <br /> 880 corridor, where residential uses are located, to the west where land uses are <br /> generally industrial. <br /> 2) Table S -3 of the 2003 Draft Supplemental Environmental Impact Report, Airport <br /> Development Program, in a Summary of Significant Impacts and Mitigation Measures for the <br /> Airport Development Program, lists as its first item "Aircraft noise impacts to residential areas of <br /> the Cities of Alameda and San Leandro in 2010." The listed Mitigation Adopted by Port states: <br /> Noise insulation; redirect commercial passenger jet aircraft to Runway 27L; and <br /> continue current noise abatement policies. <br /> The Port's 2001 Airfield Planning Report makes several references to relocation of the ILS from <br /> 27R to 27L. <br /> 3) The concluding paragraph of Section 12.1 2. states: <br /> It should be noted that relocating the ILS from Runway 27R to 27L had been <br /> mentioned in the Environmental Impact Report for the Airport Development Plan <br />
