The community <br /> members had been asked to provide a list of concerns and questions that the Committee <br /> could review for presentation to the Port. As that has not yet been provided to the City, staff <br /> drafted a list of questions based on the discussions and concerns voiced in various meetings. <br /> Committeemembers reviewed the questions and felt they were acceptable. <br /> Committeemember Santos asked that questions be added to the list asking about the benefits <br /> for the community if a second ILS is installed, and how the two ILS systems will be used. <br /> Following Public Comments slight modifications to the questions were made. <br /> Committeemembers approved the preparation of a letter for the Mayor's signature to be sent <br /> to the Port, asking for written response on the questions and concerns raised. <br /> 5. Public Comments • <br /> Harold Perez commented that one of the points made in the Port's Airfield Planning Study <br /> stated that the "relocation of the ILS could provide a slight increase in North Field capacity" <br /> is an understatement. He does not want to see a second ILS added to the North Field because <br /> it will bring more flights over neighborhoods. He also stated that he recalled a commitment <br /> by the City that all of the homes on Marybelle Avenue would be sound insulated as part of <br /> the Westgate Extension project, and therefore should not be include in the 200 homes for the <br /> . Airport Noise Insulation Program. <br /> Francois Gallo stated that he believes capacity at the Airport's North Field is an important <br /> issue. He believes there needs to • be a definition of capacity by the Port because the <br /> interpretations he has heard from the Port and what he has read in Federal guidelines differ as <br /> to airport service levels. <br /> Wafaa Aborashed asked about the progress of modifications to the ANIP Avigation <br /> Easement. The City Manager reported that the City Attorney is working on improved <br /> language and is waiting for approval from the Port for new agreement language. He <br /> anticipates that language will be finalized prior to the first community information meeting. <br /> Ms. Aborashed also commented on the ALUP and her concerns regarding what the map is <br /> imposing on San Leandro. She also gave her perspective on appointments to the Airport <br /> Master Plan Stakeholders Committee and the lottery being proposed for the ANIP. She <br /> pointed out that she has heard from some area residents that they are just waiting to get their <br /> homes insulated so they can get a better price and sell the home. She also shared that . <br /> information is available on new Federal regulations regarding helicopter operations. <br /> John Manuel had questions regarding the facilitation of the ANIP community meeting on <br /> June 17 and the lottery.for homes in the AN1P. <br /> Dennis Rosucci asked the Committee to clarify its position on renters in the community since <br /> the subject of renters and homeowners had been mentioned more than once in the meeting. <br /> 6. Committee Member Comments <br /> Councilmember Santos wanted to be sure that everyone within the ANIP eligibility area as <br /> defined by the Settlement Agreement is allowed to attend the community information <br /> meetings. <br /> 3 <br />
