They also asked that the project's acoustical <br /> engineer be present to answer questions. <br /> 4. Discussion Regarding Port of Oakland's Reply to City's Letter of Inquiry Into the Port's Plan <br /> to Add an Instrument Landing System to a North Field Runway <br /> A copy of the Port's reply letter had been distributed to the Committeemembers when it was <br /> received in January. The Port provided an information sheet summarizing the background of <br /> the project and the Port's views on having two instrument landing systems (ILS) at the North <br /> Field. Kathy Omelas reported that North Field and South Field Study Group members have <br /> expressed concerns about adding a second I.LS to the North Field and have met with Staff to <br /> discuss their concerns. Staff has asked that they provide their questions and concerns in <br /> writing to the City so that written responses can be solicited from the Port. <br /> 5. North Field Study Group Report <br /> Kathy Omelas reported that the North Field group continues to study individual flight patterns <br /> to try and find solutions to recurring single event noise disturbances. A San Leandro <br /> representative to the North Field Group has asked that there be a community meeting held to <br /> • discuss the ILS proposed for runway 27L. Committeemembers agreed that this would be an <br /> appropriate request to make of the Port. <br /> 6. South Field Study Group Report <br /> Kathy Omelas reported on the latest meeting of the South Field Group and the continued study <br /> of a rolling take -off procedure that FedEx planes were demonstrating. The group is working to <br /> clarify a definition of the rolling take -off procedure so that the FAA can adopt it as a standard <br /> departure procedure and encourage more airlines to use the procedure. The group will also be <br /> studying noise monitoring data from areas beyond the Neptune Drive neighborhood to make <br /> certain that the rolling take -off procedure is not creating more noise incidents for other <br /> neighborhoods. <br /> 7. Discussion Regarding Regular Meeting Dates <br /> The Committee agreed to begin meeting on the first Thursday of every month at 9:00 a.m. so <br /> that meetings can be held more frequently during the ANIP. <br /> S. Public Comments <br /> Wafaa Aborashed asked that the South Field group study data from noise monitor # 10. She <br /> would like to see more community involvement in the ANIP. The North and South Field <br /> groups have a good deal of noise data that the ANIP acoustical engineer can use to help <br /> identify the most impacted areas of the eligible neighborhoods. She is concerned about code <br /> compliance issues during the ANIP and what impacts there may be to older homeowners who <br />
