City of San Leandro <br /> 555 12` Street, Suite 1500 <br /> Oakland, CA 94607 <br /> Subject: Master Plan Stakeholder Committee <br /> Oakland International Airport <br /> Dear Ms. Williams: • <br /> We enjoyed meeting with you on Thursday, April 1, 2004, to discuss the proposed approach to • <br /> conducting the master plan for Oakland International Airport in accordance with the Phase One <br /> . <br /> and Phase Two settlement agreements with the City of Alameda, Citizens League for Airport <br /> Safety and Serenity (CLASS), and Berkeley Keep Jets Over the Bay (KJOB) Committee <br /> (collectively, the Petitioners). As we discussed, the central process for conducting the mater plan <br /> will be a series of Stakeholder Committee meetings to elicit discussion and receive input from <br /> (1) the parties of the October 8, 2002, Phase Two Settlement Agreement, (2) San Leandro <br /> • <br /> representatives, (3) Oakland representatives, (4) airport user groups (e.g., airline and general <br /> aviation businesses), (5) environmental interest groups, and (6) regulatory agencies. As we <br /> discussed, the suggested meetings are as follows: <br /> + Meeting 1: Introductions, process, schedule, and inventory of existing conditions <br /> + Meeting 2: Forecasts and market analyses and air passenger related issues <br /> • Meeting 3: Air cargo related issues <br /> • Meeting4: General aviation related issues <br /> + Meeting 5: Airfield, access and airline support related issues • <br /> ÷ Meeting 6: Environmental and financial challenges and constraints <br /> . + Meeting 7: Discussion of alternative land use plans prepared after Meetings 1-6 <br /> We anticipate that Stakeholder Committee meetings will be scheduled about once every 6 to 8 <br /> weeks (depending on the time required for Port staff and consultants to prepare for each <br /> meeting), and each meeting will be about 4 hours, with more or less time as necessary to cover <br /> specific topics.
