• • <br /> Airport Noise Insulation Program (ANIP). CKSA gave a presentation on their proposal for the <br /> ANIP, providing an overview of the community education process, selection process for the <br /> 200 homes to be insulated, and the phases of construction. It is proposed that 10 homes be <br /> insulated in a pilot program, followed by two phases of 95 homes in each phase, to be <br /> constructed somewhat concurrently. The total project is estimated to take 54 months, from <br /> signing of the agreement to completion of insulation on the 200 home. <br /> Committee members and staff had discussions regarding the importance of contractor <br /> qualifications and reliability in each of the phases. Committee Member Santos asked if the <br /> grant of easement required from each homeowner could be reworded to be Tess intrusive and <br /> • more understandable. Committee Member Young commented on a letter received from <br /> Dennis Rosucci of Neptune Drive on this same issue. Staff will work with the City Attorney <br /> and the Port to see if the language can be made easier to read with fewer ambiguities. <br /> Committee Member Young had the City Manager clarify that, although the Port of Oakland is <br /> funding the project, CKSA would be working for the City of San Leandro, not the Port. In <br /> response to a question from Committee Member Stephens, William Schock estimated that the <br /> cost to insulate each home would be approximately S37,000, with the total project costing the <br /> Port of Oakland approximately 58 million. Committee Members Young and Stephens <br /> expressed an interest in touring some of the homes that have been insulated in Alameda's <br /> insulation program. <br /> 4. North Field Study Group Report • <br /> Kathy Omelas reported on the latest quarterly meeting of the North Field group. The group <br /> continues to review flight patterns and noise incidents with Port officials. The group has asked <br /> that the focus of study now be on arrivals into the North Field. <br /> 5. South Field Study Group Report <br /> Kathy Ornelas reported on the latest meeting of the South Field Group and the continued study <br /> of a rolling take -off procedure that FedEx planes were demonstrating. Work is also starting on <br /> review of standard instrument departures to see if those can be made more precise for noise <br /> abatement. <br /> Committee Member Young commented on a letter that is being sent from the Oakland <br /> Airport/Community Noise Management Forum to FedEx, asking that they start phasing out <br /> their hushkitted 727 jets used at the Oakland Airport first as they begin to retire those jets from <br /> their fleet. <br /> 6. Public Comments <br /> Harold Perez said he would like to see contracts from Alameda and San Jose for their <br /> insulation programs. San Jose has a quiet hours program and airlines or pilots that violate the <br /> curfew can be fined. He wants to be sure commercial airlines aren't allowed to use the <br /> Oakland North field. <br /> John Manuel commented that the Mulford Gardens Improvement Association and the Marina <br /> Action Committee are getting feedback from residents regarding an inquiry they published <br /> related to the ANIP. Some neighbors are in support, some are opposed and many have <br /> • <br />
