• • <br /> CITY OF SAN LEANDRO <br /> STAFF REPORT <br /> • <br /> Date: June 19, 2003 • <br /> To: John Jermanis, City Manager <br /> Via: Ed Schilling, Assistant City Manager <br /> From: Kathy Omelas, Community Relations Representative <br /> Subject: Selection of Consultant Firm for Airport Noise Insulation Program <br /> SUMMARY AND RECOMMENDATION <br /> Following interviews of four prospective consultant firms to manage the City's Airport Noise <br /> Insulation Program (ANIP), staff is recommending the City proceed with negotiating an <br /> agreement with C. Kell- Smith and Associates, Inc. for management of the ANIP. <br /> BACKGROUND <br /> Terms of the 2000 settlement agreement between the Port of Oakland and the City allow for <br /> noise insulation of 200 homes in San Leandro. In the agreement, the Port also agrees to pay for a <br /> consultant to manage the program for the City. <br /> DISCUSSION <br /> In April, the City published a Request for Statement of Qualifications for professional services <br /> related to the administration of the ANIP. Approximately a dozen consultant firms submitted <br /> statements. <br /> The four most qualified firms were invited to be interviewed on June 12. The screening panel <br /> consisted of William Schock, the City's Chief Building Official; Nick Thom, Associate Engineer <br /> for the City; Carole Wedl, representing the Port of Oakland; John Manuel, representing the <br /> community; and tie. <br /> The candidates were ranked according to their technical competence, record of past performance, <br /> capability to meet the schedule, and their approach to the project. Copies of the rating sheet and <br /> desired qualifications are attached. <br />
