• • <br /> The Airport Land Use Plan gives the Commission prevue for review of all new projects <br /> within an identified land use area. If the Commission finds a project incompatible with the <br /> ALUP, the City Council would have to overrule the Commission's decision with a 4/5 <br /> majority vote. <br /> Director of Community Development Hanson Hom commented that one positive side to an <br /> expanded land use boundary is that it acknowledges that the airport has an impact on a larger <br /> area of the community. He suggested that a key point will be what kinds of new policies the <br /> Commission proposes with the new ALUP. <br /> In response to Mayor Young's inquiry as to who makes up the Land Use Commission, staff <br /> replied that it consists of two individuals appointed by the Airport Manager, two <br /> representatives appointed by the Alameda County Mayors Conference, two members of the <br /> County Board of Supervisors, and one individual representing the general public who is <br /> appointed by the other six members. Staff will find out who the specific members are and <br /> report back to the Committee. Staff will also review any policies the Commission drafts and <br /> will report back to the Committee. <br /> Council Member Stephens asked what has prompted the shift in the land use boundaries. <br /> Staff replied that airport sensitivity has changed in communities since the 1980's. In the <br /> City's comments, staff will ask for more information as to how the new boundaries were <br /> designed. The City will likely have more questions when this information is provided. <br /> 3. Continued Discussion Regarding Appointment of Citizen Representative to the Noise Forum <br /> Five individuals have submitted applications for this appointment. Mayor Young suggested <br /> the applicants be interviewed by an Ad Hoc Sub - Committee. Council Members Santos and <br /> Stephens volunteered to be the Ad Hoc members. Staff will arrange appointments with the <br /> applicants, and a recommendation from the Ad Hoc Sub - Committee will be brought back to <br /> the full Committee in time for appointment by the full Council prior to the Noise Forum's <br /> July meeting. <br /> 4. Update on Airport Noise Insulation Program and Discussion Regarding Selection Process for <br /> Consultant Firm <br /> Chief Building Official William Schock gave a status report on the Airport Noise Insulation <br /> Program (ANIP). Requests for Qualifications were sent out to 13 interested firms. The <br /> deadline for submissions is April 25. Staff has recommended a panel made up of City staff, <br /> an airport representative and a citizen representative interview the most qualified candidates. <br /> The aforementioned Ad Hoc members will provide staff with a recommendation for the <br /> citizen representative on the interview panel. <br /> Mayor Young asked that the Committee be provided with regular reports as the ANIP gets <br /> underway. She also asked that the Committee be kept informed of all community meetings <br /> for the ANIP. <br />
