• • <br /> Program <br /> • <br /> Update on Noise Insulation Pro <br /> P g <br /> • The draft Request for Qualifications for hiring of a consultant to manage the program has <br /> been sent to the Port of Oakland for their review. Once the Port's approval is received, the <br /> RFQ will be made public and applications will be accepted from consultants. A committee <br /> will narrow the candidate list to three and advise the Committee of the names of those <br /> consultants who will be invited to, interview for the project. <br /> • The City's Chief Building Official has designed the RFQ to model San Leandro's insulation <br /> program after the one in place in Alameda. The objective is to achieve an interior noise level <br /> of 45dB. <br /> • Staff hopes to be able to advertise the RFQ in early February and proceed with the program <br /> in May 2003. - <br /> Report from the North Field Research Group <br /> • Staff gave an overview of the work being done by the.North Field Group. <br /> • The Group has been working for over three years towards improving conditions for West San <br /> Leandro neighborhoods. A new departure procedure that was recommended by the group is <br /> now in use at the Oakland Airport. <br /> • The Group's function now is to monitor the progress of that new procedure and work with <br /> Airport managers and tenants to address problems as they surface. For instance, a particular <br /> neighborhood in the North Area is experiencing flights that wake residents daily between <br /> O 5:30 a.m. and 5:40 a.m. Airport Noise Office staff was able to identify what air cargo courier <br /> company was responsible for those flights and the group is working with that company to try <br /> to find a solution. <br /> • Wafaa Aborashed, San Leandro citizen member of the group, commented that it has been a <br /> very good experience. The Port and its tenants work with the group to mitigate some of the <br /> problems neighborhoods are reporting. They are putting their best foot forward, but there is <br /> more work to do. <br /> Report from the South Field Study Group <br /> • The group has had two meetings thus far. The first meeting was mostly introductory, but <br /> also provided time for brainstorming of problems and issues to be studied by the group. <br /> These include nighttime noise, hush kits on B727's, and aircraft over water rather than over <br /> neighborhoods. <br /> • From the data provided by the Airport Noise Abatement Office, the group is already working <br /> with FedEx to examine a particular operation to see if there is a way of reducing noise <br /> incidents. <br /> • The Neptune Drive residents will be helping the Port to document noise incidents during the <br /> week of January 6 to see if the incidents can be correlated to any particular flight patterns of <br /> FedEx. <br /> • John Manuel, a citizen representative to the group, said that the Port has assured the group <br /> that it is willing to work with the community to find some solutions. It is a good beginning — <br /> better than they had a year ago. <br /> ® • Dennis Rosucci, the other citizen representative, agreed that it is a good beginning.
