• • <br /> O Discussion Regarding Tri- annual Meetings Allowed for in San Leandro's Settlement Agreement <br /> with the Port of Oakland <br /> • San Lcandro's settlement agreement with the Port of Oakland calls for tri- annual meetings <br /> between the City Council Airport Committee and the Port Commission's Aviation <br /> Committee. <br /> • The City Manager reported that he has been in discussions with the Port's Director of <br /> Aviation suggesting San Leandro's meetings could begin without delaying for the settlement <br /> of other remaining law suits. Alameda's meetings have already begun with the Port. <br /> • Consensus from the committee is to have the Chair send a letter to the Port Board of <br /> Commissioners asking that the meetings with San Leandro begin. <br /> • Chair Young suggested a future Airport Committee meeting include discussion with a Port <br /> Committee Member regarding tri- annual meeting agendas. <br /> Status of Noise Insulation Program <br /> • The City Manager discussed the tour of Alameda homes that Committee members took in <br /> July showing what an improvement the noise insulation program can make for homes in <br /> impacted areas. <br /> • He reported that discussions with the Port's Director of Aviation had confirmed that San <br /> Leandro's noise insulation program can follow the same standards as those in Alameda. <br /> Both parties have agreed that the objective will be to achieve a 45dB noise level in the San <br /> Leandro homes included in the program. <br /> • Chief Building Official William Schock reviewed the insulation measures that will be <br /> included in a Request for Proposal (RFP) to be sent to insulation program consultants. <br /> • The RFP will seek a consultant skilled at assessing the need of each household in the <br /> program, coordinating the program with community members, establishing a pilot program <br /> for test homes, and management of the entire insulation program for the City. <br /> • Committee Member Grant asked for clarification of some of the terms in the outline for the <br /> RFP. <br /> • Chair Young asked if the pilot homes would be able to waive the avigation easement. <br /> • The City Manager replied that the Port is expecting the avigation waiver for the insulation <br /> installations. <br /> • Chair Young has heard that the City of Chicago does not require avigation easements, and <br /> wonders if anyone has ever sued the Chicago airport after insulation had been done. <br /> • Committee Member Santos discussed the importance of disclosure of the insulation in home <br /> sales and that home sales in the Mulford Gardens area are now including disclosures of <br /> airport noise. <br /> • Staff will bring the RFP back to the Committee for review after it has been approved by the <br /> Port of Oakland. <br /> Public Comments <br /> • Harold Perez asked if the homes in Alameda are older or newer than San Leandro's housing <br /> stock. Most older San Leandro homes don't have air conditioning. The reply was that San <br /> • Leandro's homes are similar vintage as those in the homes visited in Alameda. Also, he feels <br /> the City needs to continue pursuing curfews at the airport. <br />
