She believes HOA presidents and NAACSL should be <br /> included in the South Field study group. She understands that noise contours for airport <br /> traffic will change in 2015 and asked if the settlement agreement protects the community if <br /> the noise contours change. HOA presidents also need to be involved in the insulation <br /> program. <br /> • Francois Gallo thanked the Chair and the City for the work on getting the South Field Group <br /> started. He asked what was different between the quarterly reports and the reports the North <br /> Field Group receives. The reply was that the North Field Group reports include noise levels; <br /> the quarterly reports do not. <br /> • John Manuel suggested the Committee should read "Failure of America's Aviation Policy" <br /> for the information it provides on insulation programs. He asked if the insulation program <br /> will be FAA approved. The reply was that the program will not be FAA approved because <br /> • federal funds are not being used for the program. It is being funded solely by the Port of <br /> Oakland. However, the insulation will meet FAA standards. <br /> • Claire Brunk asked about the Ground Run -up Enclosure (GRE). What decibel level will it <br /> be? She would like to visit the GRE, also known as the Hush House. <br /> • Lou Filipovich reminded the group about the National Act in 1995 and references to <br /> insurance coverage, as well as the common law rules of the Social Security Act. He asked <br /> how people will be selected for the insulation program. He thought his name had been <br /> removed from the program list. Staff clarified that his name was still on the interest list but <br /> he does not live in an eligible area for the insulation program. <br /> • • Carole Wedl asked the audience and committee members to complete a survey regarding a <br /> new education program the Port is offering about noise issues, and introduced a new Port <br /> staff member, Robert Bernardo. <br /> Committee Member Comments <br /> • Chair Young commented that the insulation program cannot be a "cookie cutter" approach — <br /> the City will need to look at San Leandro architecture to be sure the program will meet the <br /> needs of the community. <br /> The meeting adjourned at 5:15 p.m. <br /> 1 <br />
