• • S • Wafaa Aborashed asked if San Leandro Homeowner Associations can be notified of the tri- annual meetings with the Port. She believes HOA presidents and NAACSL should be included in the South Field study group. She understands that noise contours for airport traffic will change in 2015 and asked if the settlement agreement protects the community if the noise contours change. HOA presidents also need to be involved in the insulation program. • Francois Gallo thanked the Chair and the City for the work on getting the South Field Group started. He asked what was different between the quarterly reports and the reports the North Field Group receives. The reply was that the North Field Group reports include noise levels; the quarterly reports do not. • John Manuel suggested the Committee should read "Failure of America's Aviation Policy" for the information it provides on insulation programs. He asked if the insulation program will be FAA approved. The reply was that the program will not be FAA approved because • federal funds are not being used for the program. It is being funded solely by the Port of Oakland. However, the insulation will meet FAA standards. • Claire Brunk asked about the Ground Run -up Enclosure (GRE). What decibel level will it be? She would like to visit the GRE, also known as the Hush House. • Lou Filipovich reminded the group about the National Act in 1995 and references to insurance coverage, as well as the common law rules of the Social Security Act. He asked how people will be selected for the insulation program. He thought his name had been removed from the program list. Staff clarified that his name was still on the interest list but he does not live in an eligible area for the insulation program. • • Carole Wedl asked the audience and committee members to complete a survey regarding a new education program the Port is offering about noise issues, and introduced a new Port staff member, Robert Bernardo. Committee Member Comments • Chair Young commented that the insulation program cannot be a "cookie cutter" approach — the City will need to look at San Leandro architecture to be sure the program will meet the needs of the community.
