Conversely, <br /> there will be incentives for every day the project is completed ahead of schedule. <br /> • Port staff is working on the details of a communications plan for informing the <br /> community about the project. Written notices are being prepared for the mail. There <br /> will be hot -lines and a web site with an e-mail function. The Port is working with the <br /> airlines to offer deals for people who want to be able to get away during the <br /> construction, and with City staff to identify the most impacted neighborhoods to <br /> determine eligibility for the giveaways. Also, the Port is looking into arrangements <br /> for people who may be homebound because of illness or disability and who need <br /> special accommodations away from their homes during the construction. <br /> • Committee Member Young suggested this project would be a good subject for the <br /> July "City Limits" cable TV program as a way of sharing this information with the <br /> community. Committee Member Santos also recommended running TV and radio <br /> ads in the area. <br /> • Regarding the pending litigation against the Airport Development Plan, Mr. <br /> Grossman reported that they are waiting for a State Court of Appeals date to be set. <br /> The Federal Appeals Court hearing is now in the discovery process. He anticipates <br /> that both cases under appeal will be finished within the next year. If the City chooses <br /> to begin preparations for the insulation program that San Leandro is entitled to as part <br /> of San Leandro's settlement agreement with the Port, Mr. Grossman stated that the <br /> Port will be willing to help the City begin the process of selecting the consultant so <br /> that person would be in place when funding for the program is available. <br /> • Committee Member Young asked if all of the other elements of the settlement <br /> agreement are on hold. Mr. Grossman stated that Port staff is working on <br /> arrangements for the Safety Summit. The Port is also beginning to study moving the <br /> instrument landing system at the North Field. Both of these are elements of the <br /> settlement agreement. <br /> • Committee Member Santos asked if the navigation beacon near Bayfair Mall could be <br /> moved further to the west. Mr. Grossman replied that this will be one of the elements <br /> studied as part of moving the instrument landing system. <br /> DISCUSSION REGARDING FUTURE MEETING DATES <br /> • Consensus was reached on the recommendation that the Port would be invited back <br /> for the next Committee meeting for an updated presentation on the Port's <br /> communication plan for the runway overlay project. <br /> • Consensus was also reached regarding scheduling future meetings shortly in advance <br /> of the quarterly Oakland/Community Noise Management Forum meetings.
