CITY COUNCIL FINANCE COMMITTEE <br />July 8, 2011 <br />8:15 a.m. — 9:45 p.m. <br />San Leandro City Hall <br />835 E. 14 Street <br />San Leandro, California <br />(Sister Cities Gallery) <br />HIGHLIGHTS <br />Committee Members: Mayor Cassidy, Councilmember Gregory, Councilmember Souza <br />City Staff Present: Interim City Manager Marshall, Finance Director Vesely, ALCO Fire <br />Chief Gilbert, Deputy Finance Director Rodriguez, Budget & Compliance <br />Manager Perini, Financial Manager Hisatomi, Sr. Accountant Galvin, <br />Administrative Assistant III Perez <br />Public Present: None <br />The meeting was called to order at 8:15 a.m. <br />1. Update on Financial Advisor Selection <br />Vesely informed the Committee that upon approval from the City Council, Public Financial <br />Management Inc. (PFM) has begun the process of finding an Underwriter to assist with the <br />refinancing of the side funds. A Request for Qualifications (RFQ) will be released within the <br />week to 10 firms and there will be a 2 week period to allow for response. Staff anticipates that <br />another 2 weeks will be needed for review and interviews with the prospected firms. Mayor <br />Cassidy inquired on who will be assisting with the review. Interim City Manager Marshall stated <br />that PFM and staff with be reviewing the RFQ's. Marshall also stated that Interim Finance <br />Director Jim O'Leary will be on staff by this time and will be able to assist as well. <br />2. Discussion on Alameda County Fire Department Medical Services in Fire Houses <br />Chief Gilbert introduced Alex Briscoe, Health Care Services Director of Alameda County to <br />present a PowerPoint presentation on the proposed Fire Station Medical Portals pilot program. <br />Briscoe provided history, data, and the concept behind the program. Effective 2014, everyone is <br />required to have health insurance. While this will be a requirement, many Alameda County <br />residents may not be able to afford to see a doctor and therefore opt to visit emergency rooms to <br />seek treatment, even for a minor health concern. Briscoe explained the concept behind the <br />program is to provide affordable primary and preventative care to the community assist in <br />lessening the burden on hospital emergency departments for these types of services. Alameda <br />County has money for the operations of the program for three years but is seeking capital <br />assistance from the cities that will be hosting the pilot program to construct the facility within the <br />existing fire stations. Briscoe stated that a financial commitment is not needed at this time <br />however is asking for a letter of interest from the City of San Leandro. This would allow him to <br />seek grants. <br />
