Criteria for Creating Draft District Maps <br />A) City Charter, Section 230 —establishes 6 Council districts <br />1. Redistrict within 1 year after Census published (March 2012) and 1 year after determination City <br />population has increased >_ 5% <br />2. Each district = geographically compact contiguous territory <br />3. Each district = approx. equal number of residents <br />4. District boundaries will approximate election precinct boundaries established by the County <br />B) Criteria from 2002 Council Redistricting <br />1. Respect neighborhood boundaries <br />2. Respect school district boundaries <br />3. Use natural and man -made boundaries as borders <br />4. Keep new districts as similar to old as possible <br />5. Consider historic configuration of neighborhoods <br />C) CA Elections Code, Section 21620 <br />1. Comply with the federal Voting Rights Act of 1965 <br />2. Consider the following factors: <br />a. Topography <br />b. Geography <br />c. Cohesiveness, contiguity, integrity, and compactness of territory <br />d. Community of interest of the districts <br />III. Community Outreach <br />Information on City website, community meeting(s), email draft maps to HOAs and other interested groups <br />
