ESPL -5041 (036). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Golden Associates in the <br />amount of $178,000 for the preparation of construction documents related to landscape and <br />irrigation for the subject project. <br />BACKGROUND <br />In September 2007, the City Council approved the Transit Oriented Development (TOD) <br />Strategy, a plan for making the San Leandro BART Station more pedestrian- friendly to increase <br />the vibrancy in the downtown area. Subsequently, the City received a Metropolitan <br />Transportation Commission (MTC) grant for the schematic design of the San Leandro Boulevard <br />BART Station Pedestrian Interface Plan (Interface Plan). <br />Additional funds in the form of a federal Transportation for Livable Communities (TLC) <br />Program grant were sought for this project. The purpose of the TLC Program is to support <br />community -based transportation projects that bring new vibrancy to downtown areas, <br />commercial core areas, neighborhoods, and transit corridors by enhancing their amenities and <br />ambiance and making them places where people want to live, work and visit. City staff applied <br />for a TLC grant to complete street improvements pursuant to the Interface Plan and for <br />improvements to the East 14 Street/Downtown area pursuant to the TOD Strategy. <br />In July 2010, the City Council formally authorized the City Manager to submit an application for <br />the TLC grant, which was subsequently awarded to the City.
