City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: June 2, 2011 <br />TO: Board of Zoning Adjustments <br />FROM: William Schock, Zoning Enforcement Official <br />BY: Kelly Hamer, Planner I <br />SUBJECT: APPEAL OF PLN2011-00012 (Minor Site Plan Review); Zoning <br />Enforcement Official's (ZEO) decision approving a 692 square foot second - <br />story addition at 908 Dowling Boulevard; Assessor's Parcel Number 76-308- <br />19; H. Metaxas (Appellant); J. McGrath (Property Owner); RS Residential <br />Single -Family District. <br />SUMMARY AND RECOMMENDATION <br />The property owner at 908 Dowling Boulevard proposes to build a two-story addition, comprised of <br />an approximate total floor area of 692 square feet, to the existing approximately 1,074 square -foot <br />single-family home. Pursuant to City of San Leandro Zoning Code Section 2-580, a Minor <br />Residential Site Plan Review is required for two-story additions comprising less than 100% of the <br />existing floor area of the home in the RS District. Section 2-580 B.1 of the Zoning Code provides <br />for administrative approval of a Minor Site Plan Review by the Zoning Enforcement Official (ZEO) <br />for all new second story additions where the livable area of the addition totals less than 100% of the <br />floor area of the existing dwelling. After required noticing to adjacent neighbors, this project was <br />approved administratively by the ZEO on April 14, 2011. <br />The appellant is appealing the ZEO decision because they believe that one or more of the standards <br />of Section 2-580 is not being met by the proposed addition (see attached Supporting Statement). <br />Staff recommends denial of this appeal by affirming the ZEO's original decision on the grounds that <br />the proposed project complies with the development standards for residential additions as provided <br />in Article 5 of the Zoning Code, and specifically is in substantial compliance with the Site Plan <br />Review standards of Section 2-580 (h) 1-4. <br />Staff recommends that the Board of Zoning Adjustments affirm the ZEO's decision on PLN2011- <br />00012 (Minor Site Plan Review). <br />RELATIONSHIP TO SURROUNDING AREA <br />The subject property consists of 4,800 square feet where 5,000 square feet is the standard for RS <br />Residential Single Family Districts, and also has a substandard width of 40 feet where 50 feet is the <br />standard. Both the substandard lot size and substandard lot width are not untypical for the <br />Broadmoor Neighborhood.
