zoned RS Residential Single -Family District, and are developed accordingly. Immediately across <br />the street to the south, is All Saints Episcopal Church,` and directly next to that on the east, <br />Roosevelt Elementary School. <br />BACKGROUND <br />The property owner applied for a Minor Site Plan Review in February 23, 2011. The Minor Site <br />Plan Review process requires that property owners immediately adjacent to and across the street <br />from the proposed project be notified with a letter from Planning Services providing details of the <br />proposal, how it complies with the Zoning Code, and including a set of reduced plans. The property <br />owners are invited to comment on the proposal within a specified 10 day period and informed that <br />the Zoning Enforcement Official will act on the proposal at the close of the 10 days and in <br />consideration of any comments received. Prior to the letters being sent, story poles are required to <br />be erected to demonstrate as closely as possible the real height and massing of the proposed <br />addition, so that when the neighbors receive their notices and plans, they can also get a truer <br />visualization of the proposal. In this case, the letter to the adjacent property owners was prepared <br />and mailed on March 20'. That same day, the adjacent property owner at 900 Dowling Boulevard, <br />having noticed the story poles, visited Planning Services to inquire about the project and was <br />provided the letter and plans in person. During discussion and review of the plans, the neighbor <br />stated his objection to the proposal and said he would follow up in writing within the 10 -day <br />comment period (ending April 5, 2011), which he subsequently did on April 1, 2011. One <br />additional letter was received from the adjacent property owner at 914 Dowling, offering support of <br />the proposal. Both letters are attached for review. <br />Prior to making his decision the ZEO reviewed the comments and photos received from the two <br />adjacent neighbors. He also examined scaled project plans and staff photos taken of the project site <br />and immediate neighborhood and subsequently determined the project met the findings necessary <br />for Minor Site Plan Review approval and therefore approved the project on April 14, 2011. On <br />April 27, 2011, an appeal of the ZEO's decision was filed by the adjacent property owner at 900 <br />Dowling Boulevard. <br />DETAILS OF PROPOSAL <br />The property owner proposes to build a one and two-story addition, comprised of a total floor <br />area of approximately 692 square feet, to the existing approximately 1,074 square -foot one-story, <br />single-family home. The first story addition would be comprised of approximately 335 square <br />feet in area and provide for a family room and half -bath. The new second story would comprise <br />of approximately 355 square feet for a master bedroom and bath. The proposed home with the <br />addition would provide approximately 1,764 square feet of livable area. The footprint of the <br />home combined with the existing approximately 217 square -foot detached one -car garage would <br />result in lot coverage equaling 34 percent. The maximum height of the proposed second -story <br />would be approximately 21 feet, five -inches at the roof ridge. <br />The proposed addition would comply with all Zoning Code requirements such as maintaining an <br />average building height that would not exceed 30 feet; maintaining the required yard setbacks <br />from property lines and structures, including compliance with Day Light Plane requirements; <br />and, maintaining lot coverage of 34 percent where 50 percent is the maximum permitted.
