Redevelopment Cleanup Legislation 2 July 25, 2011
issues is being requested by Senator Darrell Steinberg's office. Specifically, the current
legislation does not allow redevelopment agencies to continue operations if their sponsoring City
or County does not agree to make the payments required by AB xl 27. The proposed amendment
to Section 33210.5 of the Health and Safety Code will enable the City and County
redevelopment agencies to continue redevelopment activities in their respective portions of the
joint project area should the other entity be dissolved. It protects both entities and will provide
bonding agencies with needed assurance regarding the future revenue stream.
Staff is currently evaluating other issues that may need to be addressed in the wake of AB xl
26/27. These issues are anticipated to be handled through the Memorandum of Understanding
which will likely be brought to the City Council and Agency Board for revisions at a future date.
Fiscal Impact
None.
Attachments
Proposed Amendment to Section 33210.5 of the Health and Safety Code
CONCLUSION
Staff recommends that, by motion, the City of San Leandro Redevelopment Agency authorize
the transmission of proposed legislation to Senator Steinberg to amend Section 33210.5 of the
Health and Safety Code.
G: \OBD\Files RDA\Admin & Budget\Enforceable Obligation & Cleanup Leg \CleanupLegCouncilRpt 7 -25 -1 Ldoc
